Kargil, Mar 31: Deputy Commissioner and Principal Census Officer Rakesh Kumar on Monday underlined the need for precision, transparency and coordinated fieldwork as he inaugurated a three-day training programme for Charge Officers for Phase-I of Census 2027 in Kargil.
The programme, being held at the Conference Hall Baroo, marks the district administration’s preparatory push for the House Listing and Housing Census (HLO), the foundational stage of the decennial exercise. Emphasising the role of credible data in governance, Kumar said the census remains central to evidence-based planning and policy formulation, and called upon officials to ensure error-free and reliable data collection.
The training is designed to familiarise Charge Officers with operational protocols, enumeration procedures and reporting standards required for the smooth conduct of the exercise. Officials were briefed on maintaining consistency in field operations, adhering strictly to prescribed guidelines, and ensuring inter-departmental coordination.
Senior district functionaries, including Additional Deputy Commissioner and District Census Officer Ghulam Mohd, Tehsildar Kargil Ayaz Ahmed, Tehsildar Sankoo Mohd Saleem Wazir, Tehsildar Zanskar Mohd Hassan and Tehsildar Shakar-Chiktan Waseem Ramzan, attended the session along with clerical staff from various charge offices.
A key focus area of the training is the integration of digital tools in the enumeration process. Participants were sensitised to the use of standardised digital formats aimed at improving uniformity, minimising discrepancies and enabling real-time data management.
Officials were also instructed to uphold transparency at every stage, ensure timely submission of field reports, and undertake rigorous verification of collected information. The sessions highlighted the importance of anticipating logistical and field-level challenges, with an emphasis on proactive problem-solving and coordination among stakeholders.
The administration indicated that the training over the next two days will cover detailed technical modules and practical aspects of census operations, preparing field officers for the upcoming exercise across the district.
