JAMMU JAN 29: ACB Jammu has registered a formal case, FIR No. 01/2026 under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, 2006, and Section 120‑B RPC, against R.K. Razdan, former Managing Director of SICOP Jammu (now retired), Kunal Choudhary, currently Deputy General Manager SICOP Jammu, and others, in connection with allegations of illegal appointment, regularization, and promotion of Kunal Choudhary.
During verification, it emerged that R.K. Razdan, while serving as MD SICOP, abused his official position and entered into a criminal conspiracy with others to engage Kunal Choudhary as a Technical Assistant on a temporary basis for six months without any advertisement or open invitation to eligible candidates. The engagement was made purely at Razdan’s discretion in a “pick and choose” manner, bypassing standard recruitment norms.
Further probe revealed that after only six months of temporary service, Kunal Choudhary was regularized without fulfilling existing eligibility criteria and without any government‑sanctioned policy for regularization, rendering the appointment arbitrary and illegal. He was later promoted to the post of Manager without advertisement and without considering the seniority of other eligible candidates.
By acting in this manner, R.K. Razdan, in criminal conspiracy with others and Kunal Choudhary, allegedly conferred undue benefits on the latter in the form of financial gains, including salary, allowances, and enhanced seniority, contrary to service rules. The ACB has stated that further investigation into the matter is underway.
