JAMMU, OCTOBER 1: Reacting to Pakistan emerging as the country most impacted by terrorism in the Global Terrorism Index 2026, BJP Senior Leader and Former Minister Bali Bhagat said the latest findings have exposed the consequences of Pakistan’s long-standing approach towards terrorism.
Bhagat said the Global Terrorism Index recorded 1,139 terrorism-related deaths and 1,045 terrorist incidents in Pakistan during 2025, with 1,595 people injured. The report places Pakistan at number one on the Index for the first time.
“Hence proved—Pakistan is now paying the price of its own terror misadventure. The monster of terrorism that Pakistan tried to unleash against others has increasingly become a threat within its own borders,” Bhagat said.
He said the figures should force Pakistan to reconsider its security and political approach towards extremist groups. According to the GTI, Balochistan and Khyber Pakhtunkhwa accounted for more than 74 per cent of terrorist attacks and 67 per cent of terrorism-related deaths in Pakistan in 2025, while the Tehrik-e-Taliban Pakistan was responsible for 56 per cent of terrorism-related deaths.
“Balochistan and Khyber Pakhtunkhwa are bearing the brunt of terrorism. Islamabad cannot continue looking outside its borders for explanations while violence continues to devastate its own people,” Bhagat said.
Referring to the growing activities of the Balochistan Liberation Army and TTP, he said the situation demonstrates the dangers of allowing extremist networks and violent groups to operate in the region. The GTI also identified the BLA as responsible for Pakistan’s largest terrorist attack of 2025, when militants seized a passenger train near Quetta and took hundreds of people hostage.
Bhagat said Pakistan should stop using Jammu and Kashmir as a diplomatic diversion and instead concentrate on addressing terrorism and instability within its own territory.
“Pakistan should stop lecturing the world on peace while its own people are paying the price of terrorism. The Global Terrorism Index has put the facts before the international community,” he said.
On Pakistan-occupied Jammu and Kashmir (PoK), Bhagat asserted that India’s position is clear and consistent. “PoK is an integral part of India and Pakistan must vacate the territory under its illegal occupation. India has already made its position clear through the unanimous Parliamentary resolution of 1994. The focus should now be on restoring the rights of the people living in the areas under Pakistan’s illegal occupation,” he said. India’s stated position, as recorded by the Ministry of External Affairs, is that the entire Union Territories of Jammu & Kashmir and Ladakh are integral parts of India and that Pakistan should vacate areas under its occupation.
Bhagat said the latest GTI findings should serve as a warning against using terrorism as an instrument of policy.
“Terror cannot be controlled selectively. Those who create an ecosystem of extremism eventually face its consequences. Pakistan must dismantle terror networks, end support and safe havens for extremist groups, and choose the path of peace and development,” he said.
He concluded, “Pakistan created the monster of terrorism. Today, that monster is consuming Pakistan itself. The lesson is clear—terrorism can never be a sustainable instrument of state policy.”
