He envisions an inclusive, year-round model balancing infra, environment, and communities, backed by Union Tourism Ministry for global circuits.
Highlights include: 3.2 MLD Gulmarg STP and SWM upgrades (Sonamarg next); ₹180 Cr for Amarnath shrine with BRO (200+ works done); water sports at Wullar-Manasbal/Bani-Basohli; adventure/winter push; marathons (2025 Kashmir drew 3K+ registrants from 27 states/11 nations, ₹2.31 Cr revenue).
Cultural plans: NFDC film festival; JK Tourism app (AI/bookings); Nishat Garden/SPS Museum revamps; new centres in Bandipora, Shopian, etc. Homestays: 1,600+ Kashmir, 300+ Jammu via J&K Bank aid. New youth skill mission for jobs.
Allocations: ₹472 Cr capex for Tourism/Youth (up ₹61 Cr); ₹109 Cr Culture. Emphasis on heritage, pilgrim safety, and event-driven growth.
