MP calls swift action on Health, Water, Road at Kgl DISHA meet
KARGIL: “Delays will not be allowed in delivering benefits to the people,” MP Ladakh Haji Haneefa Jan declared on Tuesday while chairing the third-quarter District Development Coordination and Monitoring Committee (DISHA) meeting at Baroo. Urging departments to tighten execution of Centrally Sponsored Schemes, he directed officials to clear bottlenecks and ensure last-mile delivery across Kargil district.
Executive Councillor Kacho Mohd Feroz, Deputy Commissioner Rakesh Kumar, DISHA members and senior officers briefed the MP on progress in agriculture, health, water supply, sanitation, rural employment, and road connectivity.
During the agriculture review, the MP flagged the slow rollout of the Bima Yojna despite smooth implementation of PM-Kisan. He instructed officials to expedite pending payments and arrange temporary godowns in villages lacking storage facilities. The DC reported that district-wide winter stocking had been completed in September.
In the health briefing, CMO Dr. Liyaqat reported a fall in caesarean deliveries from 418 to 363 over the past year, crediting stricter guidelines. Shortages of doctors in Batambis and Itchu prompted the MP to order permanent postings in both locations, exemption of paramedical staff in remote belts from rotational duties, and deployment of a full-time doctor at Panikhar. He also called for wider awareness on Ayushman Card benefits and ASHA services.
A prolonged discussion on the Jal Jeevan Mission saw the DC stress adherence to O&M norms and the requirement of 55 litres of water per person per day, amid declining natural springs. The MP directed that submersible pumps be shared among small clusters, not individuals, and sought tighter monitoring of implementing agencies. He recommended block-level reviews before launching Phase II and intensified outreach on water conservation.
On sanitation, the DC said sustainable waste collection under SBM-G would be fully operational by December, with segregation already underway and revenue generated through user charges.
Under MGNREGA, the MP pushed for timely wage disbursement and improved service delivery for women and labourers. Reviewing road projects under PMGSY, he asked officials to speed up work on the Itchu road and complete footpaths meant to facilitate patient movement. For urban areas, he ordered clearance of road blockages in Baroo and Ando and better parking arrangements.
The meeting also examined disability card issuance, BRO-related matters and tourism initiatives. Closing the session, the MP urged officers to perform with sincerity and coordination, assuring that matters requiring higher intervention would be pursued promptly.
