Leh, Dec 19: The Union Territory Administration of Ladakh has reconstituted the Advisory Boards functioning under several preventive detention and security-related laws, with the induction of two senior judicial officers through a partial modification of earlier government orders.
As per a notification issued by the Home Department (S.O. 148) on December 17, 2025, the Principal District and Sessions Judge, Leh, Spalzes Angmo, and the Principal District and Sessions Judge, Kargil, Sheikh Gowher Hussain, have been appointed as members of the Advisory Boards constituted under multiple central legislations. These include the Ladakh Public Safety Act, the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, the Essential Commodities Act, the Conservation of Foreign Exchange and Prevention of Smuggling Activities Act, and the National Security Act.
The notification states that the newly appointed judicial members will replace those notified earlier. However, the Chairperson of the Advisory Boards will continue in office without any change.
It has further been clarified that all other terms and conditions governing the functioning of the Advisory Boards remain intact. The reconstituted boards will hold office for a period of three years from the date of publication of the notification in the Official Gazette.
The Advisory Boards play a statutory role in examining cases of preventive detention and reviewing the administration’s actions under various security laws to ensure compliance with legal and constitutional provisions across the Union Territory.
The development comes amid the Home Department’s ongoing mandate to oversee internal security, crime prevention, and the approval of detention cases under existing laws. Officials indicated that the updated composition of these oversight bodies reflects the administration’s focus on maintaining institutional checks while managing law and order responsibilities in Ladakh.
