Kishtwar, Feb 19: District Magistrate Pankaj Kumar Sharma has rolled out comprehensive guidelines to regulate donation collections during Ramadan 2026, ensuring transparency and curbing fraud in this holy month.
Issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) 2023, the order bans any individual, NGO, trust, or group from soliciting cash, kind, or digital donations without prior registration and written approval from authorities like the Waqaf Board Executive Officer, Imam Jamia Masjid Kishtwar, or local Tehsildars.
While honoring sacred practices like Zakat and Sadaqah, the administration vows zero tolerance for scams or misrepresentation that exploit public goodwill for welfare causes. All collectors must keep detailed records of funds raised and spent; unauthorized drives without ID, registration, or receipt books will face crackdown.
Coercion, roadside harassment, or blocking traffic for donations is strictly prohibited. Sub-Registrars must publish a list of verified charities within five days. Report suspicions via the new helpline: 9484217492 / 01995-259555 / 9906154100.
Police chief and tehsil officers are tasked with enforcement, with violators risking charges under Bharatiya Nyaya Sanhita (BNS) 2023. The rules kick in immediately and run through Ramadan.
