Kargil, Apr 23 : In a decisive move to strengthen early childhood education, the district administration on Wednesday resolved to ensure the installation and active use of Smart TVs in all Balvatika classrooms across Kargil, backed by a structured monitoring mechanism and coordinated execution at multiple levels.
The decision was taken at a review meeting chaired by Deputy Commissioner and Chief Executive Officer of Ladakh Autonomous Hill Development Council, Rakesh Kumar, to assess the rollout of digital learning initiatives at the foundational stage. Officials were informed that nearly 395 Smart TVs had already been supplied under the Samagra Shiksha programme, with emphasis now shifting towards their effective classroom utilisation.
The administration underscored that these devices must be integrated into daily teaching through curated digital content, including Balvatika-level instructional videos, structured lesson plans and activity-based learning material aimed at fostering holistic development among young learners.
To streamline implementation, a district-level nodal officer will be designated to oversee coordination, while Zonal Education Officers will supervise execution within their respective jurisdictions. The Secretary has been tasked with issuing formal orders to notify these appointments, ensuring clarity in roles and responsibilities.
A system of monthly reviews will be instituted to monitor progress and assess utilisation, reflecting a sharper administrative focus on accountability. Officials indicated that regular evaluation would be critical in ensuring that the initiative translates into measurable improvements in foundational learning.
In addition, dedicated communication channels will be created to facilitate coordination between stakeholders. WhatsApp groups comprising district officials and zonal authorities are expected to enable real-time updates and quicker resolution of operational challenges.
To address disparities in access to digital resources, the nodal officer has been directed to compile relevant educational content into pen drives, categorised for ease of use. These will be distributed to schools to ensure uniform availability of teaching material, particularly in areas with limited connectivity.
The administration reiterated that strict monitoring would accompany the rollout, signalling a transition from infrastructure provision to outcome-driven implementation in the education sector.
The meeting was attended by the Chief Education Officer Kargil, the Principal of DIET Kargil, and the Secretary of Nanritam West Bengal, who joined the proceedings virtually.
