JAMMU, Feb 20: The Jammu and Kashmir government assured the Legislative Assembly that 96% of developmental works planned under District CAPEX for 2025-26 are already underway, tackling worries about red tape in the Union Territory.
In a detailed reply to MLA Mohammad Yousuf Tarigami, Finance Department Minister shared strong progress stats. Out of roughly 71,500 projects worth Rs. 1,307 crore, nearly all have kicked off after quick approvals, tenders, and allotments—showing a smoother system at work.
Under Constituency Development Fund (CDF), MLAs recommended 12,000 works totaling Rs. 313 crore from a Rs. 427 crore pool, all advancing steadily. Pre-budget talks identified 7,909 new projects; 5,881 made it into the UT CAPEX Budget at Rs. 22,275 crore, with Rs. 986 crore dedicated and Rs. 500 crore already spent post-approvals.
Transparency tools like the BEAMS portal for real-time fund tracking, PROOF system requiring geo-tagged photos before payments, and public Janbhagidari Portal keep everything accountable. Annual 100% physical checks by Planning Department officers across 20 districts ensure no corners cut.
This grassroots push promises faster, honest development for locals.
