JAMMU, Jan 13: Jammu and Kashmir has drafted a comprehensive Standard Operating Procedure (SOP) for NDPS Act investigations to eliminate procedural lapses hampering convictions, following Chief Secretary Atal Dulloo’s directions during the 15th NCORD meeting.
The Law Department, in consultation with Prosecution, prepared the SOP emphasizing capacity building, specialized training for commercial quantity cases, uniform documentation, and timely forensics to prevent acquittals from technical errors.
The framework introduces accountability for lapses, regular training on legal updates, and mandatory challenges to bail/acquittals in High Court—over 50 cases already appealed. FSL will accelerate sample testing, while de-addiction medicine monitoring prevents misuse, targeting the youth drug crisis.
