SRINAGAR, Dec 30: Multiple districts across Jammu and Kashmir have prohibited the use of virtual private networks (VPNs) on security grounds, with security forces intensifying mobile phone surveillance to ensure compliance with the ban. Kupwara, Kulgam, and Shopian are the latest Valley districts to enforce the VPN ban, warning of legal action against violators. In a recent order, Kupwara District Magistrate Shrikant Balasaheb Suse cited police reports highlighting a surge in VPN usage by suspicious internet users in the area. “VPN services have the potential to be exploited for unlawful and anti-national activities, including incitement of unrest, dissemination of misleading or inflammatory content, and coordination of activities prejudicial to public order and national security,” the order states. The magistrate has directed police to ensure strict enforcement and warned of legal consequences for violations. Similar prohibitory orders have been issued by the district magistrates of Shopian and Kulgam. More than 10 individuals have been booked for using VPN applications across various districts in the past month. Last week, two residents of Doda district—Khalid Abrar and Mohammad Irfan—were charged for using VPNs on their mobile phones in violation of the ban. Authorities say VPN misuse enables unlawful activities such as spreading misinformation, coordinating criminal operations, bypassing security measures, and accessing prohibited content. These activities pose significant threats to public order and national security. Cyber adversaries also exploit VPNs to conceal malicious activities including identity theft and network infiltration, prompting several J&K districts to impose temporary restrictions.
