Kargil, Aug 03: Issuing directions to Block Development Officers (BDOs) to ensure widespread participation and flag distribution so that every home proudly displays the Tiranga, Deputy Commissioner Rakesh Kumar said National flags must be hoisted at every household in Kargil under ‘Har Ghar Tiranga’ campaign.
The DC further instructed the deputation of Village Level Workers (VLWs) in every Panchayat, ensuring that every village reflects the true spirit of the ‘Har Ghar Tiranga’ and ‘Har Ghar Swachhata’ campaigns.
In this regard, the DC chaired the second preparatory meeting regarding the ‘Har Ghar Tiranga’ and ‘Har Ghar Swachhata’ Abhiyan with Block Development Officers (BDOs), Junior Engineers (JEs), Executive Engineers (ExEns), and other concerned officers.
During the meeting, it was informed that the “Har Ghar Swachhata Abhiyan” will be formally launched on 8th August.
Meanwhile, in view of the upcoming Independence Day celebrations, the DC chaired a meeting with heads of various departments and stakeholders to ensure the smooth conduct of the event.
The DC emphasized timely execution of all tasks with due respect to national and religious sentiments. It was decided that the main venue will remain the same, and the flag hoisting ceremony along with the National Anthem will be held at 9:55 AM sharp.
The DC directed all Executive Engineers to take up cleaning of water resources in their respective areas on priority. He also instructed BDOs to ensure overall cleanliness in their blocks, with special attention to public spaces and surroundings.
A massive Safai Abhiyan (Clean-Up Drive) will be undertaken from 9th to 11th August, focusing on the cleaning of drains, sewage systems, and public spaces. Strict enforcement of the plastic ban was emphasized, and the DC instructed officers to levy penalties for violations.
Under the banner of “Azadi Ka Shramdaan”, all stakeholders and officers have been directed to organize area-wise cleanliness drives, including street cleaning and sanitation of community spaces.
To raise awareness among students and the public, painting and decoration of water-stressed areas, accompanied by patriotic songs, will be organized by educational institutions.
On 13th August, a Swachhata Dialogue and Awareness Day will be conducted across the district, involving local communities and schoolchildren.
In conclusion, Rakshesh Kumar stressed the importance of community-driven sanitation efforts and called upon all BDOs to strictly adhere to the directions.
Due to the observance of Arbaeen (Chehlum), marking the 40th day of Muharram, it was unanimously decided to keep the celebrations modest.
Only limited cultural items will be presented this year, focusing on patriotic skits and songs performed by school children. Schools and colleges have been directed to prepare short, meaningful skits based on themes such as drug abuse awareness, social causes, and national integration.
The number of skits may be increased while maintaining brevity and relevance. Participation will be mainly from government schools and colleges, including NCC units, and all participants must undergo multiple rehearsals to maintain discipline and precision. Practice sessions will begin from 7th August, culminating in a full-Dress rehearsal on 13th August at 10:00 AM, with proper speech delivery.
The Deputy Commissioner further reviewed arrangements for march pass, security, drinking water facilities, refreshments, facilitations, public announcement system, and other necessary requirements.
The DC called for timely follow-up on all directions to ensure a well-coordinated and respectful Independence Day celebration, keeping in view both patriotic spirit and the solemnity of Muharram.
