E-KYC mandatory for Kargil LPG users

Kargil, Mar 26: In a move aimed at creating a verified consumer database and ensuring a transparent, accountable and streamlined LPG distribution system, the district administration has made e-KYC registration mandatory across all five subdivisions of Kargil. The decision comes amid ongoing supply chain and logistical constraints, particularly affecting remote and far-flung areas.

The directive was issued by Deputy Commissioner and Chief Executive Officer, LAHDC Kargil, Rakesh Kumar, during a review meeting held on Wednesday with officers and representatives of LPG distribution agencies to assess and refine the existing supply mechanism.

Persistent gaps in the LPG supply chain and logistical constraints in remote pockets of the district came under focus, as distributors flagged operational challenges, including unreliable network connectivity that continues to disrupt booking and delivery systems in far-flung areas.

Distributors informed the chair that while supply lines remain functional, last-mile delivery is frequently affected by terrain-related difficulties and inconsistent communication networks, leaving consumers in remote regions dependent on irregular access points for booking LPG cylinders.

The meeting examined the availability of LPG stocks, delivery efficiency, and issues reported by consumers, with particular attention to areas facing connectivity and terrain-related challenges that hinder timely supply.

Underscoring the need for systemic reform, the Deputy Commissioner directed that LPG cylinders be issued strictly through an OTP-based verification and booking system. He observed that such measures would help eliminate irregularities, prevent hoarding, and ensure that supplies reach verified beneficiaries in a timely manner.

To facilitate smooth implementation of the new framework, Kumar instructed the concerned departments to organise special registration camps, particularly for commercial consumers, so that e-KYC formalities are completed within a defined timeframe.

Addressing connectivity-related hurdles, he further directed officials to identify and designate specific locations equipped with reliable network access. These points will enable consumers, especially in remote regions, to complete OTP-based bookings without disruption, thereby strengthening a record-based distribution system.

The Deputy Commissioner also called for enhanced coordination among all stakeholders and emphasised the need to maintain adequate stock levels across the district. He instructed officials to closely monitor the functioning of LPG agencies and ensure prompt redressal of consumer grievances.

The meeting was attended by the Assistant Director, Food, Civil Supplies and Consumer Affairs Department, representatives of LPG agencies from Kargil, Zanskar and Drass, as well as members of the Merchant Association Kargil.
