DC Kargil reviews decongestion measures, pushes smart mobility and road planning

Kargil, Apr 10 : Amid mounting pressure on Kargil town’s road network, the district administration on Thursday initiated a series of measures aimed at easing congestion and streamlining urban mobility, with a focus on planned infrastructure and regulatory enforcement.

A high-level meeting chaired by Deputy Commissioner and Chief Executive Officer, LAHDC Kargil, Rakesh Kumar, deliberated on a range of interventions to address traffic bottlenecks and improve public convenience in the town.

The deliberations centred on persistent congestion concerns, particularly in commercial zones, where unregulated parking, encroachments and increased vehicular inflow have strained existing infrastructure. Officials examined proposals for the removal of roadside encroachments and reorganisation of parking facilities, especially for transport unions operating within the town.

The Deputy Commissioner directed the Revenue and Municipal authorities to initiate coordinated action for the clearance of encroachments, underlining that enforcement must be accompanied by systematic rehabilitation to prevent recurrence. The emphasis, officials noted, was on ensuring that regulatory measures are implemented in a structured manner rather than through isolated drives.

Urban planning measures also figured prominently in the discussions, with authorities reviewing the current status of truck stands and assessing the need for better-designed transit points to facilitate smooth vehicular movement. The regulation of traffic flow, both within the town centre and on its peripheries, was identified as a priority area requiring sustained oversight.

The issue of relocating bus stands and rationalising bus movement was also taken up, with the administration exploring options to reduce congestion in densely populated areas. Officials highlighted that improved road design and scientific traffic planning would be central to long-term solutions.

In line with broader urban management goals, the meeting discussed the introduction of solar-powered temporary traffic signals and enhanced street lighting to improve traffic regulation, particularly during peak hours and low-visibility conditions. These measures are expected to complement ongoing efforts to modernise civic infrastructure.

The administration also underscored the importance of public awareness in ensuring road safety, calling for targeted campaigns to encourage responsible driving and pedestrian discipline.

A proposal to introduce free bus services for differently-abled persons and students was also discussed, reflecting an attempt to make public transport more inclusive while reducing dependence on private vehicles.

Senior officials, including representatives from the police, public works, transport and municipal departments, participated in the meeting, highlighting the multi-agency approach being adopted to address the issue.

The Deputy Commissioner stressed the need for sustained inter-departmental coordination and timely execution of decisions, noting that fragmented efforts would not yield durable results. The administration, he said, would focus on integrated planning to improve mobility and overall urban infrastructure in Kargil.

With traffic volume expected to rise further during the upcoming tourist season, officials indicated that early implementation of these measures would be crucial in preventing further strain on the town’s limited road capacity.
