Leh, May 27 : With 11 narcotics-related cases already registered in Leh district this year, including a breakthrough involving a Delhi-linked drug peddling network, authorities on Sunday reviewed enforcement, rehabilitation and awareness measures during the 38th meeting of the District Level Committee under the Narco Coordination Centre (NCORD) Mechanism and the 7th review meeting of the Nasha Mukt Bharat Abhiyan (NMBA).
The meeting, chaired by District Magistrate Leh, Romil Singh Donk, was attended by representatives from law enforcement agencies, health institutions, the Narcotics Control Bureau (NCB) Srinagar and various government departments.
Officials informed the committee that the registered cases included offences related to heroin, Charas and tracking of peddler networks operating in the district. Concerns were raised over changing trafficking routes, increasing overdose incidents and emerging patterns of substance abuse, particularly among youth.
Authorities also expressed concern over the growing involvement of women and minors in substance abuse cases, with officials stressing the need for coordinated intervention involving child welfare agencies and counselling institutions.
The committee reviewed measures related to surveillance and enforcement, including stricter implementation of CCTV monitoring systems, permit-based sale mechanisms and enforcement of Cigarettes and Other Tobacco Products Act (COTPA) regulations during market inspections.
Dr. Padma Angmo briefed the meeting on rehabilitation and counselling services being provided at the de-addiction centre. District Magistrate Romil Singh Donk directed the management of the District De-Addiction Centre (DDAC), Leh, to improve its functioning within seven days.
The meeting also emphasised awareness campaigns in schools and colleges, promotion of the Tele-MANAS mental health helpline and the need for surveys and case studies to identify factors contributing to substance abuse among youth.
Officials concluded the meeting with a call for stronger coordination between enforcement agencies, educational institutions, healthcare services and community stakeholders to address the growing narcotics challenge in the district.
