Kargil, Feb 24: Delegations from various parts of Kargil district on Tuesday called on the Chief Secretary of the Union Territory of Ladakh, Ashish Kundra, placing before him a broad spectrum of public concerns, with land digitisation under SO-75, a 24×7 Urban Primary Health Centre and the second phase of the Lift Irrigation Scheme emerging as the dominant issues.
The interactions, held at Hotel The Kargil, reflected growing expectations at the grassroots level for time-bound administrative action on long-pending developmental matters.
A delegation led by Executive Councillor, LAHDC Kargil, Kacho Mohd Feroz, accompanied by several councillors, pressed for expediting the digitisation of land records in accordance with SO-75. The representatives underscored that early completion of the process would bring greater transparency, reduce disputes and ensure smoother public service delivery. They urged the administration to fast-track the exercise to address land-related grievances faced by residents.
Another delegation headed by Councillor Town, Haji Abass Adulpa, raised a series of urban concerns affecting Kargil town. Foremost among them was the demand for sanctioning a 24×7 Urban Primary Health Centre to enhance healthcare access and emergency response capacity. The delegation also highlighted the issue of stray dogs, calling for effective measures to safeguard public safety. Additionally, they sought Administrative Approval for the proposed Multi-Level Car Parking facility, stating that it would help manage traffic congestion and improve urban infrastructure.
Meanwhile, a delegation from the Yourbaltak constituency focused on irrigation and water resource management. The members demanded sanction for the second phase of the Lift Irrigation Scheme and called for a comprehensive groundwater survey to assess water availability and sustainability. They further sought approval for pending irrigation canal projects, emphasising their importance for agricultural productivity and long-term water security. The delegation also invited the Chief Secretary to visit the constituency to review the situation on the ground.
Chief Secretary Ashish Kundra gave a patient hearing to the delegations and assured them that the issues raised would be addressed in a phased manner. He stated that necessary steps would be taken in coordination with the concerned departments to resolve the genuine demands at the earliest.
The meetings underscored a concerted effort by elected representatives across Kargil to seek administrative support for strengthening land governance, urban services and irrigation infrastructure in the district.
