Ravi Dhawan, Himanshu Gupta Named CIOs for Kargil and Leh
Leh, Oct 03: The Centre has appointed two senior IAS officers as Central Incharge Officers (CIOs) for Aspirational Blocks in Ladakh, marking a structured administrative intervention to accelerate development in the Union Territory’s remote and high-altitude regions.
As per the official order, Ravi Dhawan, IAS, has been entrusted with the charge of Kargil’s Aspirational Block in Karsha, while Himanshu Gupta, IAS, has been assigned the Aspirational Block of Rupsho in Leh. Their responsibilities will encompass monitoring progress in healthcare, education, infrastructure, financial inclusion, and skill development—sectors identified as pivotal under the Aspirational Blocks Programme.
Ladakh, owing to its vast geography, sparse population and difficult terrain, faces pronounced logistical and infrastructural challenges. The placement of dedicated officers is intended to strengthen administrative oversight, ensure timely execution of welfare schemes and align local requirements with central priorities.
The appointments form part of a wider initiative of the Government of India to assign senior civil servants as CIOs for Aspirational Blocks across Jammu and Kashmir and Ladakh. In total, ten officers have been designated, eight for Jammu and Kashmir and two for Ladakh. The measure is aimed at creating a direct channel of coordination between the Centre and the local administrations, thereby enhancing accountability and improving delivery mechanisms.
In Jammu and Kashmir, Shah Faesal, IAS, has been given charge of Bandipora. Other appointees include Ankita Chakravarty for Kishtwar, Mustaq Ahmad for Kulgam, Vivek Gupta for Poonch, Sushant Sudan for Pulwama, Harleen Kaur for Rajouri, Sumeet Singh for Ramban, and Nitish Suri for Reasi. Each officer will be responsible for periodic assessment of developmental indices and ensuring that targeted interventions translate into measurable outcomes on the ground.
According to officials, the initiative is designed to bring sharper administrative focus to aspirational districts and blocks that require special attention due to developmental gaps. For Ladakh, where geographical isolation often impedes delivery of basic services, the deployment of CIOs is expected to provide critical impetus to developmental programmes and improve service delivery standards.
By placing IAS officers in direct supervisory roles, the Centre has reinforced its intent to reduce regional disparities, strengthen governance mechanisms and advance inclusive growth in sensitive border regions. Both Kargil and Leh, under the stewardship of the newly appointed officers, are set to receive sustained administrative attention aimed at raising socio-economic indicators and improving the overall standard of living in the region.
