Addressing the distribution ceremony, Dr. Akhoon said the Hill Council has a clear roadmap to enhance learning standards and ensure that students from government schools receive better resources and equal access to opportunities. He congratulated the achievers and their parents for their performance and described the initiative as an effort to empower young learners through technology.

The CEC noted that hostel facilities and remedial classes introduced in several institutions are yielding positive outcomes by boosting student performance. He added that a comprehensive and equitable teacher transfer policy has been framed and will be rolled out soon, prioritising academic interests and classroom continuity.
Applauding the recent conduct of Class 12 recruitment exams by the District Staff Selection Recruitment Board (DSSRB), Dr. Akhoon praised the transparency ensured by the administration and expressed confidence in a similar approach for upcoming recruitment processes.
Deputy Commissioner Rakesh Kumar, in his remarks, said the administration, in partnership with LAHDC Kargil, is focused on enhancing conceptual and reasoning-based learning. He announced the launch of Kargil Digital Classes, under which recorded lectures by teachers and lecturers will be made available to students at no cost to help them strengthen subject clarity.
The DC also commended the Education Department for its role in advancing the academic ecosystem in the district.
Officials informed that under the LAHDC Subsidy Scheme, around 42 laptops have been provided each year over the past three academic sessions—2022–23, 2023–24 and 2024–25—enabling students to expand their digital exposure and learning capacity.
The ceremony concluded with encouragement to students to leverage technology for better academic outcomes as the district moves toward a more digitally supported education framework.
