Admn bans sale of Loud Crackers for Diwali; Orders Action against Illegal Stalls and Imported Stock

Jammu, Oct 09: The District Magistrate of Kathua has imposed strict regulations on the storage and sale of firecrackers ahead of Diwali 2025, citing public safety and noise control as key concerns. The order, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, comes into immediate effect and will remain enforceable until October 21, 2025.

Only licensed dealers will be allowed to sell crackers, and sales will be confined to locations cleared by the Single Window Committee or respective administrative officers outside municipal limits. Retail activity beyond the Diwali festival has been prohibited, and stalls can operate only within the permissions granted by the district authorities.

The administration has banned the sale and possession of high-noise and prohibited items such as chain crackers, chocolate bombs, seven shots, rocket bombs, garland patakas and similar explosive materials. Imported crackers containing sensitive chemical substances that violate Indian safety or noise standards have also been barred. The sale of only Green Crackers has been authorised, in line with advisory instructions issued by competent authorities.

The order caps the permissible stock at licensed premises under Class 7, Division 2, Sub-Division II of Schedule IV of the Explosives Rules. Electrical fittings at storage locations must be secured, and at least one CFL tube is mandatory for illumination near stock areas. Individuals under 18, those intoxicated or of unsound mind have been barred from handling transport or unloading of explosives.

Dealers are required to display printed price tags that do not exceed the Maximum Retail Price. The listed price will be treated as inclusive of all local taxes even if marked otherwise. Any violation of conditions will lead to cancellation of permission, seizure of stock and prosecution under applicable laws. The order also warns that contravention will invite penalties under Section 223 of the BNSS.

Authorities will announce the decision through radio, print and official channels. The administration has stressed that the move aims to prevent public inconvenience, reduce fire hazards and check noise pollution during the festive period.
