KARGIL: Karsha Block in Kargil district has risen to the forefront of national development rankings, securing the top position in NITI Aayog’s Aspirational Block Programme (ABP) and earning a reward of ₹3 crore for its performance.
According to district officials, Karsha outpaced hundreds of blocks across the country after recording full saturation in 39 Key Performance Indicators. The block’s showing spans health, nutrition, education, agriculture and allied sectors, basic infrastructure, drinking water, sanitation, financial inclusion and social development—areas that collectively form the backbone of the ABP assessment.
District authorities credited the achievement to a coordinated push at multiple levels. The Deputy Commissioner of Kargil commended Nodal Officer ABP JD/CPO Abdul Hadi, district officers, block teams, frontline workers and community groups, including self-help groups and Anganwadi workers, for sustaining the momentum that led to Karsha’s rise in the national rankings.
Launched by the Prime Minister on January 7, 2023, during the 2nd National Conference of Chief Secretaries, the Aspirational Block Programme aims to strengthen governance and improve service delivery in remote and underserved regions. The model works through convergence of schemes, outcome-driven planning and continuous monitoring to narrow development gaps.
Under the programme, block officials are positioned as “Leaders of Change,” trained to steer local reforms with support from state and district administrations. Officials said this framework has empowered grassroots teams in Karsha to scale up interventions and deliver measurable gains across sectors.
With the latest recognition, Karsha Block is now being viewed as a benchmark for other regions seeking to accelerate development outcomes under the nationwide initiative.
