Sham region gets momentous devp push with ₹2.25 Cr Bridge

Leh, Jun 29: In a significant developmental push in the Sham region, Chairman, CEC, LAHDC Leh, Advocate Tashi Gyalson inaugurated the ₹2.25 crore motorable bridge at Chotar Temisgam and carried out a detailed review of ongoing developmental works in Tia and Tingmosgang villages, ahead of the much-anticipated visit of His Holiness Gyalwang Drukpa Rinpoche to Tia in 2026, after a gap of 12 years.

The 30-meter span bridge at Chotar Temisgam, constructed under the Central Road Infrastructure Fund (CRIF), fulfills a long-standing demand of the local community following the damage caused by the 2010 floods.

In a small function organised by the village Goba, residents thanked Hon’ble CEC for ensuring its timely completion and for his impartial approach to development across the region.

As part of his tour, CEC also visited key project sites in Tia and Tingmosgang, including the under-construction residence of His Holiness, the Manjushri statue site at Khatsa Gonpa, the Nunnery complex, and the Avalokiteshvara Mandala project at Tingmosgang Palace. These projects are being executed as part of the Council’s focused efforts to ensure infrastructure readiness ahead of the spiritual gathering.

The CEC was accompanied by Councillor of Temisgam Constituency, Tashi Tundup; BJP District President Sham, Konchok Ishey Stak; SDM Khaltsi, Mohd Sharif; Superintending Engineer PW(R&B) Leh, Er. Dorjay Gyatso; Ex. Executive Engineer R&B Khaltsi, Thinles Zangpo; Ex. Executive Engineer PHE, Kacho Mumtaz Ali; Ex. Executive Engineer I&FC, Mohd Murtaza; BDO Khaltsi, Pankaj Rajput; concerned Tehsildars; departmental engineers and officials; Goba of Tingmosgang; Goba of Tia; and members of Ama Tsogspa, Junu Tsogspa, and Druk Staksang Gonpa Tsogspa.

During a public meeting in Tia, Councillor of Temisgam Constituency, Tashi Tundup, presented a report on the projects completed and underway, sanctioned under LAHDC.

A memorandum was also submitted by the Goba and Druk Staksang Gonpa Tsogspa, raising key demands such as the completion of VIP rooms and sanitation facilities, a traditional gate for the Gonpa, cementing of irrigation khuls, restoration of drinking water systems, and creation of parking areas.

Addressing the large gathering at both Temisgam and Tia, CEC assured that LAHDC is fully committed to facilitating the visit of His Holiness in a smooth and respectful manner.

He informed that a DPR for the restoration of Tia’s stream has already been submitted to the Centre and will be actively followed up. He further assured timely completion of all pending works and took full responsibility for their execution.

The CEC also announced that solid waste management centres will be set up in Tia, Tingmosgang, and Ang under LAHDC’s Mission Indus initiative, guided by H.E. Skyabgon Chetsang Rinpoche, including the provision of garbage collection vans.

He acknowledged the impact of the Tsangda initiative in providing local employment and committed to ensuring future social security coverage for its workers.

Responding to concerns regarding the Jal Jeevan Mission (JJM), CEC acknowledged previous implementation gaps but urged the public to support the scheme while corrective measures are being taken under the current administration.

Additionally, Sham BJP District President, Konchok Ishey Stak, also addressed the gathering. He raised several public concerns relevant to the Sham region.

In a special moment, members of Ama Tsogspa felicitated Hon’ble CEC for the historic 33% women’s reservation introduced in LAHDC, calling it a progressive and unprecedented decision in Ladakh’s political landscape.

They also extended their gratitude for resolving the long-pending domicile issue, which had long hindered recruitment opportunities for local youth.

The CEC concluded by reaffirming LAHDC’s commitment to inclusive development—ensuring timely delivery of infrastructure, educational support, and continued collaboration with the people of Sham to make the 2026 visit of His Holiness a truly memorable and well-prepared occasion.

Later in the day, in a meaningful effort to promote sustainable rural livelihoods and revive traditional skills, CEC, Advocate Tashi Gyalson inaugurated a Handloom Weaving Training Centre at Nurla, established with the support of Literacy India under the leadership of Khaltsi Councillor, Sh. Lobzang Sherab. The initiative aims to empower women from the region by equipping them with traditional weaving skills and creating avenues for income generation through self-reliance and community-based enterprise.

Present on the occasion were Councillor of Khaltsi Constituency, Lobzang Sherab; SDM Khaltsi, Mohd Sharif; Project In-charge Literacy India, Konchok Tsewang; members of the local Ama Tsogspa, and women trainees enrolled in the programme.

Addressing the gathering, CEC commended the community-led initiative and noted that it reflects the spirit of the Prime Minister’s ‘Vocal for Local’ mission.

He praised the efforts of the women and Ama Tsogspa for their commitment to preserving traditional craftsmanship, and assured that LAHDC Leh, under the Enchanting Ladakh campaign, will provide necessary support to link local artisans to national markets such as Dilli Haat and other urban platforms.

The initiative also reflects the success of ongoing developmental efforts under the leadership of the Khaltsi Councillor Lobzang Sherab who has consistently worked towards addressing local needs and bringing impactful projects to the region.

In his address, he expressed gratitude to Literacy India for their continued support and thanked the CEC for prioritising inclusive development and infrastructure advancement in the Khaltsi region.

Later in the day, CEC also inaugurated the BJP Sham District Office at Khaltsi, where he was warmly received by District President, BJP Sham, Sh. Konchok Ishey Stak, Hon’ble Councillor Sh. Lobzang Sherab, along with mandal Presidents, senior party leaders and a large gathering of party karyakartas.

During the interaction, CEC addressed the party workers and highlighted key development milestones achieved across the district—from road connectivity and rural electrification to education and health. He acknowledged the important role of grassroots workers in ensuring that government initiatives effectively reach the people and called for continued dedication in building a more responsive and people-centric administration.

The event witnessed enthusiastic participation from grassroots party workers. On the occasion, Councillor Lobzang Sherab spoke about the significant developmental works undertaken in the region under the BJP’s leadership. District President Konchok Ishey Stak, along with Mandal Presidents, also addressed the gathering, noting key developments and reaffirming the party’s commitment to addressing local issues through active coordination with the administration.

The day’s engagements reflected a governance model rooted in tradition and driven by community participation, reaffirming a shared vision for a self-reliant, inclusive, and empowered Ladakh.
