Kargil, Feb 03: Calling for a sharp shift from asset creation to asset functionality and service delivery, Administrative Secretary, Rural Development Department and Panchayati Raj Institutions, Shashanka Ala, on Monday chaired a detailed review of sector-wise outlay and expenditure for the financial year 2025–26 in Kargil.

The review meeting, held at the Conference Hall of the Deputy Commissioner’s Office, Baroo, was largely centred on three major priorities flagged by the Administrative Secretary — operational readiness of Panchayat infrastructure, strict Aadhaar seeding of beneficiaries and stronger convergence among rural development schemes.

Ala sought a block-wise assessment of the functioning of Panchayat Ghars and Panchayat Ghar complexes and placed particular emphasis on the installation and operationalisation of smart metering systems in public utility buildings. She directed the field officers to ensure that facilities created under different programmes do not remain idle and are put to regular public use.

Reviewing the action plans under the Mahatma Gandhi National Rural Employment Guarantee Scheme, she examined physical and financial progress of works and asked officials to align employment generation with durable and need-based infrastructure at the village level.

Progress under ODF Plus Model Villages and the Swachh Bharat Mission (Grameen) was also reviewed, with the Administrative Secretary stressing sustained monitoring of sanitation and solid waste management facilities to ensure continuity beyond construction.

The Assistant Commissioner Development, Kargil, was instructed to submit a consolidated status report on Common Service Centres, Individual Household Latrines, Solid Waste Management Units, Awaas Plus verification, Pradhan Mantri Awaas Yojana – Gramin, National Rural Livelihoods Mission, Rashtriya Gram Swaraj Abhiyan and other ongoing schemes.

Ala underlined that effective convergence among housing, livelihoods, sanitation and employment schemes must be pursued at the block and panchayat levels to avoid duplication and to improve delivery on the ground.

Highlighting transparency as a core administrative requirement, she directed officials to ensure one hundred per cent Aadhaar seeding of all beneficiaries covered under government schemes so that benefit tracking and service delivery remain accurate and accountable.

The proposed Rock Garden project at Suru, estimated at ₹13.85 crore, was also reviewed. The Administrative Secretary sought a detailed update on its planning framework and implementation schedule.

Deputy Commissioner, Kargil, Rakesh Kumar, attended the meeting along with the Director, Rural Development Department, who joined virtually, the Assistant Commissioner Development, Block Development Officers of Kargil, Sodh, TSG, Pashkum and Karsha blocks, the Councillor from Parkachik through virtual mode and other concerned officers.
