Jammu May 24 : The Jammu and Kashmir Transport Department on May 24 has ordered mandatory reservation of seats for women and specially‑abled persons in all Public Service Vehicles across the Union Territory and warned of strict action, including suspension or cancellation of permits, for violations.
A circular from the Transport Commissioner said earlier instructions were not being properly implemented by permit holders and vehicle operators, causing hardship to intended beneficiaries. To ensure uniform compliance, the department has reiterated detailed measures for immediate implementation.
Under the circular, seats 1–12 in large buses and seats 1–9 in medium and mini buses must be exclusively reserved for women and specially‑abled passengers. These seats must be clearly marked with “Reserved for Women and Specially‑abled Persons” in bold, legible white lettering on the back of the seats or on the vehicle body. Vehicle owners and operators are directly responsible for display and compliance.
If no eligible passenger is on board, reserved seats may be temporarily occupied but must be vacated immediately once a woman or specially‑abled person boards. Drivers and conductors are made personally responsible for enforcing the reservation policy.
Enforcement agencies, including the Motor Vehicles Department and Traffic Police, will carry out regular inspections and special drives at bus stands, transit points and during routine checks. Non‑compliance may attract action under Section 192A of the Motor Vehicles Act, 1988, including fines, permit suspension or cancellation for repeated offences.
Regional Transport Officers and Assistant RTOs have been instructed to verify adherence during vehicle inspections, fitness certificate issuance/renewal and permit processing. Transport Commissioner Vishesh Paul Mahajan urged the public and operators to ensure the safety, dignity and comfort of women and specially‑abled passengers.
