SRINAGAR, Aug 21: The Jammu and Kashmir Government will notify Model Recruitment Rules (MRRs) for the Non-Gazetted cadre in all Government Medical Colleges (GMCs) of the Union Territory by September 30, 2026, Health and Medical Education Minister Sakeena Itoo said on Friday.
Itoo chaired a meeting at the Civil Secretariat to review progress on framing the recruitment rules, against the backdrop of protests by employees of newly established GMCs over the absence of recruitment rules.
The meeting discussed a uniform and transparent recruitment framework for filling Non-Gazetted posts in the newly established medical colleges and their associated institutions.
The Minister directed the ARI and Trainings and Health and Medical Education departments to complete the exercise within the stipulated timeframe and ensure notification of the rules by September 30.
She stressed that the rules should clearly define eligibility criteria, qualifications, experience, recruitment procedures, promotion avenues and other service-related matters, while addressing the manpower requirements of individual institutions.
Itoo called for close coordination among all concerned departments and a thorough review of existing rules and relevant provisions before finalising the MRRs.
“Recruitment rules must be clear, transparent and responsive to the actual requirements of our institutions,” she said, adding that the newly established GMCs require a robust human-resource framework for efficient functioning and quality healthcare and education.
The Minister also urged protesting employees of the GMCs to call off their strike, assuring them that their other concerns would be addressed on priority.
