Jammu, Mar 31: Senior Legislator and MLA Udhampur East, Mr. Ranbir Singh Pathania, today put the Government in a tight corner in the J&K Assembly, exposing significant discrepancies in the land record digitalization process and slamming the administration’s “prolonged inertia” regarding the Gair Mumkin Khad land controversy.
In a sharp-edged Un-Starred Question (AQ No. 1248), Pathania dismantled the Government’s claims of seamless modernization, highlighting a series of systemic failures:
Digitalization Discrepancies: While the Government touted the scanning of over 7.28 crore documents, Pathania pointed to a staggering 13.2 lakh non-quasi-judicial grievances identified during verification. He questioned the reliability of a digital database riddled with such vast inaccuracies and “backlog mutations.”
Settlement Failure: Challenging the status quo, Pathania raised the urgent need for a fresh or corrective settlement to rectify historical hazards and omissions in previous land settlements—a proposal the Government admitted it currently has “no such proposal” to undertake.
The ‘Gair Mumkin Khad’ Stalemate: Pathania criticized the Government for failing to act on clear High Court directives regarding lands recorded as ‘Gair Mumkin Khad’ that no longer harbor water flows. Despite the formation of a high-powered committee via Government Order No. 1203-JK(GAD) of 2025, he noted that the committee’s findings remain in “cold storage” with no conclusive policy rolled out to date.
The Government cannot hide behind numbers of scanned pages while the common man suffers from faulty entries and an indecisive administration,” Pathania remarked. “The delay in settling the Gair Mumkin Khad issue, despite judicial intervention and committee formations, reflects a lack of political will that is stalling developmental and private interests across the UT.”
Pathania demanded an immediate timeline for the committee’s report on water-course lands and a comprehensive strategy to ensure that “digitalization” translates into “accuracy” rather than just “automation of errors.”
