Ladakh Admin Imposes Restrictions, snaps Internet service ahead of ‘Silent March’

Leh, Oct 17: The Union Territory administration in Ladakh imposed restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and snapped internet services across the UT on Thursday, issuing comprehensive measures that bar rallies, marches, and gatherings of more than five people. The step comes in response to intelligence alerts warning of potential unrest and aims to maintain public order amid rising tensions.

The restrictions prohibit unapproved demonstrations, amplified announcements, and any acts that could incite disorder. Authorities have warned that violations will be prosecuted under the penal code, underscoring strict enforcement.

The directive arrives a day before the Leh Apex Body and Kargil Democratic Alliance plan a coordinated two-hour silent march across Ladakh. Protesters intend to wear black armbands and enforce a region-wide blackout to demand accountability for last month’s clashes in Leh that left two dead.

In Kargil, demonstrators will march from 10 a.m., masked and without banners or slogans, while their Leh counterparts face tighter constraints reminiscent of previous shutdowns. Donk’s order also bans vehicle-mounted speakers and provocative speeches, signaling the administration’s resolve to prevent escalation after police highlighted risks to life and stability.

The prohibitory measures are effective immediately, with ex-parte enforcement bypassing individual notices. Offenders may face penalties under Section 223 of the BNSS.

The move recalls the September 24 incident, when security forces opened fire on demonstrators seeking statehood and protective measures, triggering nationwide criticism. Prohibitory orders then covered Leh and Kargil for over three weeks before a partial rollback in mid-October. The Union Home Ministry has meanwhile approved a judicial inquiry into the violence.
