Leh, Apr 1: The Union Territory administration of Ladakh has issued a stringent directive prohibiting the use of tobacco products and intoxicants in all public and government transport vehicles, citing concerns over road safety, passenger welfare and public hygiene.

The order, issued by the Transport Department from the UT Secretariat in Leh, follows observations that the consumption of tobacco—both smoking and smokeless forms—and other intoxicants by drivers, conductors and passengers has been contributing to unsafe driving conditions and discomfort among commuters.

Under the new instructions, drivers and conductors have been barred from consuming tobacco or any intoxicating substances while on duty or prior to operating vehicles. The administration has made it clear that violations will attract action under existing legal provisions, including those relating to dangerous driving and driving under the influence.

The prohibition extends to passengers as well. The use of tobacco and intoxicants inside public transport vehicles has been disallowed, with authorities pointing to risks arising from second-hand smoke, unhygienic conditions and disturbances to fellow passengers.

In a bid to ensure compliance, the administration has placed responsibility on vehicle owners and operators. They have been directed to enforce the rules among drivers and conductors, display clear signage inside vehicles indicating the ban, and raise awareness among passengers. Non-compliance, the circular states, may lead to penalties, suspension or cancellation of permits, and further action in cases of repeated violations.

The enforcement framework outlined in the directive assigns a central role to the Traffic Police and officials of the Transport Department, including Regional Transport Officers and enforcement squads. These agencies have been tasked with conducting inspections, identifying violations through lawful means and initiating action against offenders. Special enforcement drives are also to be carried out periodically to ensure adherence.

The directive draws upon multiple legal provisions, including those governing smoking in public places, driver conduct and substance use, as well as regulations aimed at maintaining cleanliness in public spaces.

Copies of the order have been circulated to senior administrative and police officials across Leh and Kargil, with instructions for its wide dissemination among stakeholders and the general public.

Officials said the move is intended to reinforce discipline in the transport sector while addressing safety concerns in a region where road conditions demand sustained driver attention. The administration has also indicated that sustained enforcement and public cooperation will be crucial to the effectiveness of the measure.
