Leh Oct 24: In a prominent development, the Judicial Inquiry investigating the events that led to unfortunate September 24 violence in Leh will commence on October 25, 2025.
The Judicial Commission headed by Justice B.S Chauhan will arrive in Leh on Saturday to investigate the events leading to violence in Leh. The Commission will sit at Alternate Dispute Redressal Centre, Melongthong, Leh, from October 25 to October 28, 2025.
In third week of current month, Ministry of Home Affairs (MHA) ordered, the judicial probe into September 24 violence, to be headed by Justice B S Chauhan, a former judge of the Supreme Court, who was mandated to investigate the “circumstances leading to the serious law and order situation, the police action and the resultant unfortunate deaths of four people”.
Retired district and sessions judge Mohan Singh Parihar will function as judicial secretary, while IAS officer Tushar Anand will be the administrative secretary of the inquiry commission.
In an official notification issued on Friday by government of Ladakh, department of Law and Justice said, “The Judicial Inquiry regarding 24.09.2025 incident created in Leh town shall be held at Alternate Dispute Redressal Centre, Melongthang, Leh w.e.f 25.10.2025 till 28.10.2025 and necessary arrangements for conducting of the inquiry are to be made on priority basis.”
In this regard, it is required that, the Power Development Department (PDD) Leh, must ensure the electricity supply remains continuous during the Inquiry Proceedings scheduled from 25.10.2025 to 28.10.2025.
The Department was ordered to depute the concerned JE to carry out any necessary repair and maintenance works, to avoid any disruption during the Inquiry Proceedings.
The Sr. Superintendent of Police Leh, was ordered to monitor all the security measures to be taken concerning the Inquiry Proceedings scheduled to be held from 25.10.2025 to 28.10.2025 and provide appropriate security at the location.
The ExEn, Construction Division, Leh were instructed to make the necessary arrangements at the ADR Centre, Melongthang, Leh/ Ex. En PHE for making weary arrangement.
Directorate of Information and Public Relation were instructed to give vide publicity to the Judicial Inquiry proceedings to be held at Melongthang, Leh w.e.f 25.10.2025 to 28.10.2025 with the request to the interested, aggrieved persons, if any, to record their testimony before the members of the Judicial Inquiry. NIC may depute the concerned experts/team to complete any related work beforehand and remain present during the inquiry proceedings.
The Chief Medical Officer (CMO), Leh was instructed to depute a medical team to remain present with essential medical supplies during the Inquiry proceedings.
The Municipal Committee, Leh with a request to direct the concerned staff to clean the premises during the Inquiry proceedings.
Soon after the MHA ordered probe, Ladakh Chief Secretary Pawan Kotwal has said that the home ministry ordering a judicial inquiry into the September 24 Leh violence fulfils the demand of the people of the Union territory seeking a fair and transparent probe into the incident.
The clashes between security forces and protesters — who were demanding statehood and Sixth Schedule status for the Union territory — left four civilians dead and 90 injured, escalating a months-long agitation.
“This decision reflects the government’s commitment to justice and transparency,” he said.
The chief secretary said most of those arrested during the violence have been granted bail, while the remaining 30 are in judicial custody and are expected to be released in due course on completion of legal procedures.
Reaffirming the Centre’s commitment to dialogue, he said the government of India will continue its engagement with the high-powered committee (HPC) to address Ladakh’s concerns through peaceful means.
“The people of Ladakh are known for their patriotism and sense of responsibility. I thank everyone for their cooperation, and urge continued support in restoring normalcy across the region,” Kotwal said.
He added that the situation in the Union territory is returning to normal following the unfortunate incident on September 24.
