Srinagar, March 5: Jammu & Kashmir’s Geology & Mining Directorate has slammed the brakes on payments to contractors—ordering all treasuries across the Union Territory to hold off until they show a valid Royalty Clearance Certificate (RCC).
Director S.P. Rukwal’s directive, routed through the Finance Department’s Accounts & Treasuries wing, follows a February 27 review meeting. Major players like NHAI, PMGSY, PWD, Irrigation & Flood Control, BRO/GREF, Jal Shakti, NHIDCL, Airports Authority, and KRCL already got the memo: no RCC, no cash for projects using minor minerals.
The goal? Tighten oversight on mineral extraction and ensure royalties flow properly for all development work in J&K.
