Srinagar (Feb 10): Jammu and Kashmir Pradesh Congress Committee (PCC) president Tariq Qarra on Tuesday questioned the government’s move to seek fresh loans under the Special Assistance to States for Capital Investment (SASCI) scheme, pointing out that around ₹1 lakh crore remains unspent.
Speaking during the budget discussion in the Assembly, Qarra highlighted that only about 12 per cent of the budget has been utilised for capital expenditure so far. He demanded to know why additional borrowing is being pursued when substantial funds are already lying idle.
“If such a large amount remains unutilised, what is the justification for taking fresh loans?” Qarra asked, raising red flags over fiscal management and development priorities.
The PCC chief warned that ramping up borrowing would pile extra financial strain on Jammu and Kashmir. He pressed for a clear plan on using existing funds effectively and executing development projects on time.
Qarra emphasised that capital expenditure is crucial for building infrastructure and creating jobs, urging better utilisation of allocated resources to deliver real progress.
