JAMMU, MAR 25: Chief Secretary Atal Dulloo chaired a high-level meeting to accelerate Recruitment Rules (RRs) updates across J&K departments, stressing transparency, efficiency, and employee welfare.
He directed Administrative Secretaries to coordinate with ARI & Trainings Department for timely completion, calling updated RRs essential for merit-based recruitment and filling vacancies promptly.
Commissioner Secretary Shabnam Shah Kamili announced a new online portal with BISAG-N, effective April 1, 2026—all RR proposals must go digital, ending offline submissions after security audits and Nodal Officer training.
Progress includes 33 services finalized via 53 Standing Committee meetings since 2024, 81 drafts ready, and 12 cleared by Executive Orders; efforts target outdated pay scales and uniform ministerial rules.
Major departments—Health, Education, Revenue, Agriculture—were ordered to resolve mapping issues immediately in mission mode for modern, tech-driven administration.
