New York, June 24: India has called for a review of outdated mediation frameworks under Chapter VI of the UN Charter and firmly rejected Pakistan’s remarks on Jammu and Kashmir, asserting that the Union Territory is strictly an internal matter.
Addressing an Arria-formula meeting of the UN Security Council on “Bridging the Implementation Gap: UNSC Resolutions and Maintenance of International Peace and Security”, India’s Permanent Representative to the UN, Harish Parvathaneni, highlighted the distinction between Chapters VI and VII of the UN Charter and stressed that mediation mechanisms under Chapter VI are not meant to have perpetual validity.
He said such frameworks must be reviewed in line with changing circumstances and cited the Palestine issue as an example of evolving mediation approaches. Parvathaneni also argued that Security Council mandates should be subject to review under the UN80 framework, just like General Assembly mandates.
Responding to remarks made by Pakistan’s representative, the Indian envoy accused the co-chair of politicising the forum and reiterated New Delhi’s long-standing position that Jammu and Kashmir “always has been, is, and will remain” an internal matter of India.
Chapter VI of the UN Charter deals with the peaceful settlement of disputes, while Chapter VII concerns action against threats to peace, breaches of peace and acts of aggression.
