Gara submits memorandum to Union Minister, seeks Central support for Zanskar Monastery Conservation

Leh: Former Executive Councillor of LAHDC Kargil, Skalzang Wangyal Gara, has submitted a memorandum to Union Minister for Tourism and Culture Gajendra Singh Shekhawat, seeking urgent intervention for the preservation and development of the Pipiting Guru Monastery in Zanskar.

The memorandum, submitted during the Minister’s recent visit to Leh, urges the inclusion of the monastery under an appropriate Tourism Development scheme of the Central Government, citing the site’s religious, cultural and historical importance and the need for immediate conservation measures.

Situated on a prominent hilltop in central Zanskar, the Pipiting Guru Monastery has been described as one of the most sacred landmarks in the region, holding deep spiritual value for local residents and the wider Himalayan Buddhist community. The document notes that its strategic location also offers expansive panoramic views, making it a site with strong potential for heritage and spiritual tourism.

However, the memorandum highlights that the structure is facing gradual deterioration due to harsh climatic conditions, ageing infrastructure and lack of sustained conservation efforts. It warns that, without timely intervention, the site risks irreversible damage to its cultural and architectural heritage.

To address these concerns, a series of preservation and development measures have been proposed. These include structural restoration of the monastery, conservation of ancient murals and sacred artefacts, and the development of safe access pathways and stairways. The proposal also recommends the installation of visitor amenities, heritage signage, viewing points, protective railings and eco-friendly infrastructure, along with landscaping and solar lighting for improved safety and accessibility.

The memorandum further suggests conducting a technical survey of the site, sanctioning funds for conservation and tourism infrastructure, and coordinating implementation through the Union Territory Administration of Ladakh. It also proposes integrating the monastery into the Buddhist heritage tourism circuit to attract both domestic and international visitors.

Officials familiar with the development said the proposal underlines the potential of the site to contribute to cultural and spiritual tourism in Zanskar, while also generating livelihood opportunities for local communities and strengthening Ladakh’s tourism profile.

During the interaction, the Union Minister is learnt to have assured that the proposal would be examined for inclusion under an appropriate Central Government scheme. In the alternative, the Union Territory Administration may be advised to take up the project on a priority basis.

The initiative is expected to support preservation of a culturally important site while promoting sustainable tourism and economic activity in the remote Zanskar region.
