Fair recruitment exam for District Cadre posts draws 84% turnout across 44 centres in Kargil

LAHD-SSRB conducts Matric, 12th Level Exams

KARGIL: District Administration Kargil successfully conducted a fair and transparent examination for District Cadre posts at the Matriculation level here in Kargil Sunday. The examination saw a high turnout of aspirants across the district. A total of around 84 percent of the 19,970 enrolled candidates appeared for the test.

The massive exercise was conducted in two shifts, facilitated across 44 centers in total. This included 43 centers located strategically within Kargil town and its suburbs, and one dedicated center at the Government Degree College, Zanskar, to ensure accessibility for candidates from that region.

Meanwhile, the Leh Autonomous Hill Development Subordinate Services Recruitment Board (LAHD-SSRB) also successfully conducted the Matric (10th Level) and 12th Level recruitment examinations across designated centres in Leh district, ensuring transparency, fairness, and accuracy throughout the examination process.
To guarantee the integrity of the process, the District Administration, under the leadership of Deputy Commissioner, Kargil, Rakesh Kumar, and with the support of Senior Superintendent of Police, Nitin Yadav, implemented stringent security and logistical arrangements across all examination halls. These arrangements included biometric entry, installation of frisking gates, continuous CCTV surveillance, drinking water facilities, public conveniences, and other necessary provisions.

To maintain the confidentiality of the exam, sealed boxes containing examination materials were dispatched from a secure Strong Room established at the Revenue Complex near the Council Secretariat, Kargil, to the respective examination centers. These materials were escorted by Centre Magistrates and, immediately following the examination, were safely escorted back to the Strong Room for secure custody and future evaluation.

The Administration undertook extensive logistical planning and coordination to support the smooth conduct of the exam. The Ladakh Police and Traffic Police managed smooth traffic flow on routes leading to and near the examination centers to prevent delays or congestion.

In coordination with local transport associations, the Administration also ensured the availability of adequate transportation facilities for the candidates.

To prevent any form of misconduct, the Administration imposed Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). This prohibitory order strictly bans the assembly of people near the examination centers, thereby thwarting any attempts at copying, canvassing, lobbying, or other forms of misconduct during the examination hours.

Deputy Commissioner of Kargil and Chairman of the Kargil Subordinate Services Recruitment Board (KSSRB), Rakesh Kumar, along with Senior Superintendent of Police, Nitin Yadav, and Secretary KSSRB, Janangeer Akhone, personally visited several examination centers. They confirmed that all arrangements were meticulously adhered to and that the examination was being conducted in an orderly and proper manner.

To ensure the smooth conduct of the examination, the Administration had appointed Chief Controller Finance, Iftikhar Hussain, as Chief Controller Examination, General Manager DIC as General Observer, formed eight flying squads, and appointed Centre Magistrates and Centre Observers in addition to Invigilators and Supervisors.

Also involved in supervision and management were Member KSSRB/ADC, Imteeaz Kacho, and Nominated member LAHDC, Dr. Gulzar Hussain, who also visited the examination centers.

The successful completion of this large-scale examination underscores the Ladakh UT and Kargil District Administration’s commitment to ensuring fair, equitable, and merit-based recruitment for government posts in the region.

In Leh, in the morning session, the Matric Level examination was held smoothly at 20 examination centres. A total of 9461 candidates were scheduled to appear, of which 8141 were present and 1320 were absent.
The 12th Level examination was conducted in the evening session at 5 examination centres, where 3285 candidates were scheduled, 2668 appeared, and 617 remained absent.
To uphold confidentiality and strengthen the credibility of the recruitment process, sealed boxes containing question papers and examination materials were dispatched from the Strong Room to all centres with magistrates deployed and under proper police escort under the strict supervision of the Chairman and Secretary, LAHD-SSRB.

After the conclusion of the examinations, the materials were safely escorted back to the Strong Room by magistrates deployed under police escort for secure custody, ensuring accuracy and uncompromised transparency at all stages.
Deputy Commissioner/CEO LAHDC Leh and Chairman, LAHD-SSRB, Sh. Romil Singh Donk, IAS, along with Secretary, LAHD-SSRB, Sh. Rehmatullah Butt (JKAS), inspected several examination centres to assess arrangements including CCTV surveillance, seating plans, availability of facilities, and adherence to all prescribed guidelines.

The officers expressed satisfaction with the smooth, transparent, and disciplined conduct of both examinations.
As per the SOP of the Board, a dedicated centre for Persons with Disabilities (PwD) candidates was established at EGM College, Leh, with all necessary facilities to ensure an accessible, supportive, and transparent examination environment.
To ensure smooth conduct of exams nominated member LAHDSSRB Sh Sonam Nurboo and flying squads under the supervision of ADC leh  Ghulam Mohd and ACR leh Shabir Hussain als inspected various centres and took stock of arrangements in place
After both sessions, all OMR sheets and other sensitive materials were sealed and securely transported to the Strong Room as per the prescribed protocol.

The Strong Room was subsequently sealed in the presence of the Chairman, Secretary, magistrate deployed and security personnel, reinforcing the Board’s commitment to accuracy, accountability, and transparency.
