Chairman Spalzes Angmo advocates legal empowerment through targeted schemes
Kargil, Jun 24: In a move to strengthen public awareness and capacity on various legal support schemes, the District Legal Services Authority (DLSA), Kargil held an orientation and training programme today at the Conference Hall in Baroo. The session brought together a wide group of stakeholders and officials to deliberate on a series of national legal initiatives aimed at supporting vulnerable groups.
The event featured detailed presentations and discussions on four major schemes introduced by the National Legal Services Authority (NALSA). These included the NALSA (Child Friendly Legal Services for Children) Scheme, 2024; the NALSA (Legal Services to Persons with Mental Illness and Persons with Intellectual Disabilities) Scheme, 2024; Campaign SAATHI focused on Aadhar-linked tracking and inclusion; and the NALSA (ASHA – Awareness, Support, Help and Action) initiative.
DLSA Secretary Chemit Yurgyal opened the session with a welcome address, outlining the objectives of the schemes. Spalzes Angmo, Chairman of DLSA Kargil, followed with remarks highlighting the constitutional responsibilities of the state to uplift marginalized sections through such legal support frameworks.
Experts and legal professionals then took the stage to explain the scope and operational guidelines of each scheme. Dr. Niaz Ali, Chairperson of the Child Welfare Committee, and Advocate Nissar Hussain led the session on child-friendly legal services, while Advocate Zarina Banoo and Advocate Kacho Manzoor focused on the legal needs of individuals with mental illness and intellectual disabilities.
Additional District Magistrate Shri Kacho Imteeaz underlined the role of district departments and committee members in executing these programmes efficiently, urging collaborative efforts for timely justice delivery.
The post-lunch session, led by Secretary DLSA Mr. Chemit Yurgyal, focused on Campaign SAATHI and the ASHA scheme. A PowerPoint presentation was used to explain the step-by-step procedures of these campaigns, aiming to ensure inclusivity in services and greater outreach.
Concluding the programme, District Judge (Retd.) Shri O.P. Thakur addressed the gathering virtually, underscoring the importance of widespread awareness and collective responsibility in implementing the legal aid schemes effectively.
The event served as both an awareness drive and a collaborative platform, drawing participation from judiciary members, district officers, legal professionals, and Adhikar Mitras across Kargil, laying the groundwork for better access to justice and legal support for all.
