Director Health Dr Tashi Thinlas flags construction deficiencies at Hemis Shukpachan Health Centre

LEH: Director, Health and Medical Education Department, UT Ladakh, Dr. Tashi Thinlas conducted an extensive inspection of healthcare facilities across Leh district, reviewing infrastructure projects, assessing service delivery and directing corrective measures to address deficiencies identified during the tour.

Accompanied by Chief Medical Officer (CMO) Leh, Dr. Rinchen Chosdol, the Block Medical Officer of Khaltsi and planning officials, the Director visited Ayushman Arogya Mandir units and healthcare institutions at Saspol, Yangthang, Hemis Shukpachan, Nurla, Khaltsi and Basgo to evaluate ongoing development works and healthcare infrastructure.

The inspection focused on projects being executed under the Special Development Package (SDP) and District Capex Budget. While expressing satisfaction over the progress of infrastructure works at PHC Saspol and PHC Khaltsi, Dr. Thinlas instructed the executing agencies to expedite the remaining works and ensure the timely handover of completed facilities.

During the review, the Director raised concerns over the quality of construction at the NTPHC Hemis Shukpachan building, where structural deficiencies were observed. Taking serious note of the issue, Dr. Thinlas directed the CMO Leh and BMO Khaltsi to convene an immediate meeting with engineers and village representatives to rectify all defects before the facility is formally handed over for public use.

In another development, a surprise night inspection at PHC Basgo revealed that an ECG machine at the facility was non-functional and that the matter had not been reported through official channels. The observation prompted instructions for closer monitoring of equipment maintenance and reporting mechanisms to ensure uninterrupted healthcare services in rural areas.

The visit formed part of the department’s ongoing efforts to strengthen healthcare infrastructure and improve service delivery across remote regions of Leh district.
