Srinagar, Dec 25: The Economic Offences Wing (EOW) of Crime Branch Kashmir has delivered a major blow to fraudsters by filing a chargesheet in a high-profile scam involving fake jobs and land allotments. A government employee allegedly swindled unemployed youth and poor families using forged orders, seals, and signatures.
In FIR No. 54/2023 under IPC Sections 419, 420, 467, 468, and 471, the chargesheet targets Fouzia Afzal, daughter of Mohd Afzal Magray from Rehmatullah Colony, Sector-B, Fruit Mandi, Parimpora, Srinagar. As a Class-IV employee in the Deputy Commissioner’s office, she issued bogus allotment orders for shops at Jehangir Chowk, 5-marla plots at Bemina, and Junior Assistant posts across departments—complete with fabricated signatures of the Additional Deputy Commissioner and a forged District Magistrate seal.
A complaint sparked the EOW probe, revealing Afzal duped victims of lakhs of rupees after office hours. Posing as officials from the Deputy Commissioner’s Office, Srinagar Municipal Corporation, and Divisional Commissioner’s Office, Kashmir, she supplied fake documents to lend credibility to the cons.
A habitual offender with multiple FIRs at Srinagar police stations and ongoing EOW cases, Afzal is suspended. A departmental inquiry recommends premature retirement under Article 226(2) of J&K Service Conduct Rules (report dated Oct 14, 2023). The probe is concluded as “PROVED,” with the case now in the 4th Additional Munsiff Judge’s court.
