Chief Secretary Reviews Flagship Urban Schemes, Pushes Faster Sanitation, Housing and Livelihood Projects

JAMMU, APR 7: Chief Secretary Atal Dulloo today chaired a high‑level meeting of the Housing & Urban Development Department (H&UDD) to review the progress of key schemes aimed at transforming urban infrastructure, generating livelihoods, ensuring cleanliness, and improving quality of life across J&K’s urban areas.

During the review, Dulloo assessed implementation of Centrally Sponsored Schemes like the Swachh Bharat Mission (Urban), Pradhan Mantri Awas Yojana (Urban), AMRUT 2.0, and Deendayal Antyodaya Yojana (DAY‑NULM) Shehri. He directed the department to significantly accelerate project pace, particularly in used‑water management, sanitation, and waste disposal and treatment.

On PMAY (Urban), he stressed early removal of bottlenecks, timely completion of housing units, proactive sensitization of beneficiaries, and prompt release of financial assistance. He also asked officials to ensure all eligible beneficiaries are covered under the Interest Subsidy Scheme (ISS) and monitored for early completion of projects.

Under AMRUT 2.0, the Chief Secretary asked authorities to fix clear timelines for each project and ensure strict adherence through continuous monitoring. Commissioner Secretary H&UDD Mandeep Kaur presented a detailed progress overview, highlighting bottlenecks, corrective measures, and the implementation roadmap.

On Swachh Bharat Mission (Urban), Commissioner JMC/MD SBM Devansh Yadav outlined steps for Swachh Survekshan 2026, including improved door‑to‑door waste collection, source segregation, and expansion of sanitation infrastructure such as community and public toilets, IHHLs, MRFs, STPs, C&D plants, compressed biogas plants, and legacy‑waste bio‑remediation in Srinagar and Jammu.

Commissioner SMC Peer Fazlul Haseeb briefed on Srinagar’s waste‑management network and scientific collection and disposal systems. J&K Housing Board MD Shahbaz Mirza reported that 31,173 out of 39,153 PMAY‑BLC Phase‑I houses have been completed, with remaining works nearing conclusion; under Phase‑II, 23,203 applications have been verified, identifying 3,011 eligible beneficiaries.

Officials also updated the Chief Secretary on the pilot run of the newly launched D‑JAY (Shehri) scheme in Jammu and Srinagar, designed to address urban‑poor vulnerabilities through grassroots institutions, livelihood enhancement, and social security. Around 2,56,659 people have been enumerated so far.

These beneficiaries are being covered under various schemes—Pradhan Mantri Suraksha Bima Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana, Ayushman Bharat, Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Shram Yogi Maandhan, Janani Suraksha Yojana, and One Nation One Ration Card—in convergence mode.

As part of SBM‑U, the Chief Secretary launched the Single‑Use Plastic Challan and IEC Portal to raise awareness and tighten enforcement against single‑use plastics across the UT.

The meeting was attended by Commissioner Secretary H&UDD, Commissioners and MDs of JMC/SMC, J&K Housing Board, AMRUT, JDA/SDA, Directors of Urban Local Bodies (Kashmir and Jammu), and senior officers from DAY‑NULM (Shehri).
