New Delhi, Apr 2: All central government employees and officers of the All‑India Services have been mandated to complete annual competency‑linked courses on the iGOT (Integrated Government Online Training) platform, Union Minister of State for Personnel Jitendra Singh informed the Rajya Sabha on Thursday. These courses, mapped to their role or level and followed by prescribed assessments, will be reflected in their Annual Performance Appraisal Reports (APARs).
The government has adopted a competency‑based capacity‑building approach, using the Framework of Roles, Activities and Competencies (FRAC) to align each position with clearly defined behavioural, functional, and domain competencies. Training and skill development are now being oriented towards role‑based learning and continuous upskilling.
In a separate reply, Singh said that details of consultants engaged by central ministries and departments are maintained by the respective ministries, in line with the General Financial Rules (GFR), 2017, which govern the engagement of consultants and external professionals for specific jobs.
