Ensure benefits of all central government schemes reach every Ladakhi. No inconvenience to be caused to general public due to VIP movements. Don’t stop traffic even for LG; use sirens, blue lights as per SC protocols. Procure CT-scan machine at DH Kargil soon, add another MRI machine. Work towards promotion of indigenous pashmina goats of Ladakh. Expedite the process of drafting Recruitment Rules for Gazetted posts. Tackle absenteeism, streamline process so that work does not suffer. Send 24 NCC Ladakh cadets to Naval establishments for exposure, training: LG BD Mishra

LEH: Back in Ladakh after a week-long slew of high-level meetings in New Delhi,  Lieutenant Governor, Brigadier (Dr) BD Mishra (Retd) has issued a number of instructions to his administration aimed at easing the lives of the residents of the union territory.

Chairing a meeting of the concerned departmental secretaries and the heads of departments, LG Mishra discussed in detail the progress of development works of their respective departments, at Raj Niwas.

Emphasising the need to ensure that the benefits of various central and UT government schemes are being availed by even the residents of rural areas in the most remote areas of Ladakh, LG Mishra instructed that the main aim of the departmental secretaries should be to help the people of Ladakh.

“Every Ladakhi is a respected citizen and is entitled to benefits of all the government schemes,” said the LG, as he urged the officers to work towards the welfare of Ladakhi citizens.

Taking a note of the non-functional CT-Scan machine at District Hospital Kargil, LG Mishra enquired about the current progress towards solving the problem to not cause further inconvenience to the patients.

Chief Medical Officer (CMO), Kargil, Dr Munawar Hussain, briefed the LG that the CT Scan machine, which was purchased in 2010 and installed in 2011, became non-functional in the last week of February following which a tender was floated for the purchase of a new CT Scan machine after funds were sanctioned by the UT Administration for the purchase of the said machine.

Principal Secretary Dr Pawan Kotwal informed the LG that the faulty part of the CT scan machine has been sent to Hyderabad for repair.

LG Mishra instructed that an MRI machine be installed at District Hospital in Kargil along with the new CT Scan machine in a time-bound manner.

“Procurement of the new CT-Scan machine must be expedited,” said the LG and directed the Health Department for addition of an MRI Machine at Kargil, while asserting that such delay in repair and maintenance of crucial medical equipment should not be repeated.
LG Mishra instructed Deputy Inspector General (DIG), Ladakh Police, Sheikh Junaid, not to cause any inconvenience to the public by stopping the flow of traffic during the passage of any elected representative or government official, including the LG himself.

“Ensure that sirens and escorts are only provided to those who are entitled to them as per the Supreme Court Protocol,” said the LG.

The LG also assessed the progress on drafting of Recruitment Rules for Gazetted posts & impressed upon expediting the process.

Keeping in mind the ongoing preparatory works for the Youth 20 (Y20) pre-summit to be held in Leh in April under the aegis of G20, LG instructed the concerned departmental secretaries and officials to do tiling work, cleaning of construction waste and nullahs, installing the cover on drainage grills and cleaning and repairing flower beds around Leh town.

He inquired about the UT/state flower, tree and song and instructed Principal Secretary, Dr Pawan Kotwal, to look into the matter and identify the UT/State flower, tree and song at the earliest. He also instructed the concerned departmental secretaries to streamline the absence of employees from their duties.

LG Mishra instructed Secretary, Animal & Sheep Husbandry, Ravinder Kumar, to write to the Government of India if the fund sanctioned for the purchase of Merino Sheep from Australia could instead be utilised for the promotion and breeding of indigenous Ladakhi cattle and pashmina goat so that even the people living in the remote border villages can avail the benefits.

He also instructed Commanding Officer, 1 Ladakh Battalion NCC Leh, Col VS Johar, to prepare 12 boys and girls NCC cadets so that they could be sent for training at the nearest naval station at the earliest.

“Such trainings would not only provide exposure to the young boys and girls from Ladakh but also open new opportunities for them,” he said.

Earlier in the meeting, the departmental secretaries and concerned officials informed LG Mishra about the pending works in their departments, the issues faced by them and the timeline in which the work is expected to be completed.

Among others, Commissioner Secretary, Padma Angmo, IIS; Secretary, Mehboob Ali Khan, IRS; Secretary, Yetindra M. Maralkar, IAS; and other concerned officials from other departments were present in the meeting, held on Saturday.
