Srinagar, Jun 09: Jammu and Kashmir Chief Secretary Atal Dulloo issued a stern warning over the sluggish pace of construction at the All India Institute of Medical Sciences (AIIMS) in Kashmir. Expressing strong dissatisfaction, Dulloo directed officials and contractors to take urgent remedial steps, making it clear that the November 2025 completion deadline is non-negotiable.
Jammu and Kashmir Chief Secretary Atal Dulloo has issued a strong directive to fast-track the construction of the All India Institute of Medical Sciences (AIIMS) in Kashmir, expressing serious concern over delays in the project. Chairing a high-level review meeting in Srinagar, Dulloo warned that the November 2025 deadline must be met without compromise and emphasized that accountability must be fixed on the contractor for slow progress.
Currently, only 64% of the project work has been completed, with around 480 workers engaged on-site. The workforce is expected to increase to 1,500 by the end of June, but the Chief Secretary stressed that the current pace is far from satisfactory. He directed the Central Public Works Department (CPWD) to immediately ramp up operations, improve manpower deployment, and hold the contractor accountable for failing to mobilize adequate resources. He assured full administrative and security support from the local administration to address any operational or logistical challenges.
AIIMS Kashmir is projected to begin its Outpatient Department (OPD) services by April 2026, Inpatient Department (IPD) services by December 2026, and is set to welcome its first MBBS batch by July/August 2026. Dulloo underscored that this flagship institution is being closely monitored at the national level, including through the Prime Minister’s PRAGATI platform, making timely completion a matter of prestige and public importance.
In the same meeting, the Chief Secretary also reviewed expansion-related issues concerning AIIMS Jammu. He was briefed about key infrastructure requirements such as enhanced water and power supply, construction of an underpass connecting the north and south blocks across the National Highway, allotment of additional land, establishment of a police post and fire station, and a modern drainage system. He instructed all concerned departments to take swift action and pledged the Union Territory government’s full support to ensure smooth and seamless development.
Reiterating the government’s firm commitment to transforming healthcare infrastructure in Jammu and Kashmir, Dulloo urged all stakeholders to work in close coordination to turn both AIIMS campuses into world-class medical institutions. He highlighted that ensuring timely delivery and efficient operation of these facilities is crucial to providing affordable, accessible, and advanced medical care to the people of the region.
