ADC Kacho reviews SIR arrangements, stresses strengthening field mechanism

Kargil, Feb 26: Asserting that meticulous groundwork and adequate staffing are vital for a smooth revision exercise, Additional Deputy Commissioner Kargil, Imteeaz Kacho, on Thursday directed officers to put in place a strong manpower plan ahead of the forthcoming Special Intensive Revision (SIR) of Electoral Rolls.

Chairing a review meeting at his office chamber, the ADC emphasised that sufficient personnel must be deployed both at the Office of the Deputy District Election Officer and at the offices of Assistant Electoral Registration Officers (AEROs) to manage data entry and allied technical work without delays. He underlined that timely processing of records would depend on a well-equipped and adequately staffed administrative setup.

Kacho further instructed that structured training sessions and coordination meetings be organised at the tehsil level with Booth Level Officers (BLOs) and BLO Supervisors. He observed that a clear understanding of roles and procedures at the grassroots would help streamline field operations and reduce errors during enumeration and verification.

The meeting was attended by the Deputy District Election Officer, Nodal Officer SVEEP, Chief Education Officer (Nodal Officer ELCs) Kargil, and Tehsildars functioning as AEROs from Kargil, Sankoo, Tai-Suru and Shakar Chiktan, while Tehsildars of Drass and Zanskar joined virtually.

A detailed review was also conducted regarding the availability of stationery and other consumables required for the SIR process, including the printing of Enumeration Forms and Draft and Final Electoral Rolls. The ADC examined arrangements for the installation of heavy-duty printing machines at the Election Office and called for a contingency framework to ensure uninterrupted functioning.

Highlighting connectivity constraints in far-flung areas, Kacho directed officials to identify polling stations lacking internet access and devise an alternative plan for scanning and uploading enumeration forms. Tehsildars were asked to keep five reserve employees in each tehsil ready to be assigned as Additional BLOs in case of exigencies during the revision period.

To ensure transparency and broad-based participation, the ADC instructed that meetings be convened with political parties, social activists, senior citizens and Numberdars at both District Election Officer and AERO levels.

The Department of Information and Public Relations was advised to circulate short audio and video messages across print, electronic and social media platforms to raise awareness about the ECINET App and the Special Intensive Revision. Directions were also issued to organise awareness programmes at block and panchayat levels, while screens installed by the Municipal Committee Kargil will be utilised for Information, Education and Communication outreach related to the exercise.

The district administration reaffirmed its resolve to conduct the revision process in an organised, transparent and participatory manner.
