ABVP submits memo to Education Minister Sakeena

JAMMU: Akhil Bharatiya Vidyarthi Parishad (ABVP), Jammu, Kashmir & Ladakh, submitted a memorandum to the Hon’ble Cabinet Minister for Education, Health & Medical Education, and Social Welfare, seeking urgent intervention and time-bound action on key issues concerning students and the education system across Jammu & Kashmir.

ABVP demanded implementation of “One UT, One Course, One Fee” along with an effective fee regulation mechanism to ensure uniform academic standards and protect students from arbitrary fee increases. The organisation also called for rationalisation of the provision permitting an annual 10% fee increase under University Council statutes.

ABVP strongly demanded the introduction of the Commerce stream in eligible Government Higher Secondary Schools across Jammu & Kashmir, with adequate faculty and infrastructure. The organisation said this would particularly benefit students from rural and remote areas and provide them greater opportunities in CA, CS, CMA, B.Com., Banking, Finance, Management, Economics and Entrepreneurship.

ABVP called for the time-bound implementation of NEP 2020 and demanded strengthening of JKBOSE, JKSCERT and DIETs through the appointment of permanent leadership and filling of vacant academic, teaching, administrative and non-teaching posts. ABVP also demanded the filling of vacant teaching and non-teaching posts in Government Schools on priority.

On recruitment reforms, ABVP demanded that JKPSC and JKSSB publish and strictly follow an Annual Examination Calendar, covering notifications, examinations, results and completion of recruitment processes within defined timelines. It further demanded adequate Computer-Based Test (CBT) centres across Jammu & Kashmir, including rural and remote areas, to ensure transparent, secure and accessible examinations.

ABVP also demanded the restart of B.P.Ed. and M.P.Ed. programmes at the University of Jammu, stating that these programmes would create greater opportunities for students in physical education, sports and teaching.

The memorandum further sought the upgradation and early operationalisation of Nursing Colleges at Malti and Gadigarh, with adequate faculty, laboratories, clinical training facilities and other essential infrastructure, and urged that regular classes be commenced at the earliest.

ABVP also raised the issue of MBBS interns’ stipend, demanding enhancement of the existing ₹12,300 monthly stipend in view of their long working hours and clinical responsibilities, including ward, OPD, emergency and OT duties. The organisation also sought timely and uniform payment of the stipend.

ABVP further demanded an urgent review of the Junior Pharmacist recruitment examination syllabus, stressing that it should be based on relevant Pharmacy subjects and aligned with the prescribed D.Pharm./B.Pharm. curriculum. ABVP said that any revised syllabus should be transparent, professionally relevant and notified sufficiently in advance.

Sannak Shrivats, State Secretary, ABVP Jammu, Kashmir & Ladakh, stated that the memorandum reflects genuine concerns of students and aspirants and that the education system must ensure accessibility, affordability, transparency, academic quality and equal opportunity.

He further said that ABVP will continue to raise student issues through constructive democratic engagement and pursue these demands with the concerned authorities in the larger interest of the student community.

ABVP Jammu, Kashmir & Ladakh reiterated its commitment to working for a stronger, transparent, accessible and student-friendly education system in Jammu & Kashmir.
