Youth Parliament debate at UoL reflects on 50 yrs of Emergency and Democratic values

Leh, Mar 10: The district round of the Viksit Bharat – Yuva Connect Programme: Youth Parliament 2026 was held at the University of Ladakh’s Leh Campus on Sunday, drawing students from across the district to deliberate on the theme “50 Years of Emergency: Lessons for Indian Democracy.”

A total of 24 participants from EJM College Leh, Government Degree College Nubra, Government Degree College Khaltse, and the University of Ladakh’s Leh Campus took part in a parliamentary-style debate. Each participant was allotted three minutes to present their views, reflecting on the historical context of the Emergency and its impact on democratic institutions in the country.

The programme featured Prof. Saket Kushwaha, Vice Chancellor of the University of Ladakh, as the Chief Guest through online mode. Addressing the gathering, he spoke about the value of informed debate among young citizens and the role of students in shaping democratic awareness.

The debate was assessed by a jury comprising Dr. Sonam Joldan, Dean Research at the University of Ladakh; Dr. Phunstog Angmo, Chief Proctor of the University; Sonam Chosjor, JKAS and Joint Chief Electoral Officer of Ladakh; and mountaineer Rigzen Dolkar. Deans from several departments, faculty members and students were also present during the programme.

Earlier, Dr. Jigmat Dechan, Dean Colleges and NSS Programme Coordinator, delivered the welcome address and underlined the need for youth participation in democratic dialogue. Dr. Subrat Sharma, Dean Academic Affairs, also addressed the participants and commended them for their engagement with the subject.

During the discussion, Sonam Chosjor shared insights into the democratic process and drew attention to the limited representation of women in politics in Ladakh. He stressed the need to encourage greater participation of women in decision-making bodies, including the Ladakh Autonomous Hill Development Council.

The Youth Parliament forms part of a broader initiative aimed at encouraging students to engage with constitutional values and public policy debates while developing their understanding of parliamentary practices.
