Ladakh Govt notifies ‘Motor Vehicle Scrappage Policy 2025’ to phase out old, polluting vehicles

Slews of concessions for owners scrapping old vehicles

Yash Khajuria

Leh, Sept 11: The Union Territory Administration of Ladakh has unveiled the Ladakh Motor Vehicle Scrapping Policy, 2025, marking a decisive push towards cleaner roads and a greener transport system. Approved by the Lieutenant Governor and issued by the Transport Department, the policy aims to phase out unfit and polluting vehicles, promote recycling, and build a more efficient mobility framework for the Himalayan region.

The initiative aligns with the Ministry of Road Transport and Highways’ Voluntary Vehicle-Fleet Modernization Program (V-VMP), better known as the Vehicle Scrapping Policy. It is designed to curb pollution, raise road safety standards, and modernize Ladakh’s automobile sector while opening new avenues for employment and industrial growth. Officials noted that the policy will also bring structure to Ladakh’s largely unregulated scrappage sector, ensuring the disposal of old vehicles is carried out in a scientific and environmentally sound manner.

Under the policy, vehicles deemed unfit for road use—including those without valid registration or fitness certificates, government and PSU vehicles older than 15 years, accident-damaged or abandoned vehicles, and those voluntarily surrendered—will be scrapped only at authorized facilities. The administration has made it clear that Registered Vehicle Scrapping Facilities (RVSFs) alone will be permitted to handle the process. These facilities, to be set up by individuals, firms, or companies, must adhere to strict environmental and technical norms, backed by ISO certification and regular audits.

To encourage owners to adopt the scheme, the UT Administration has rolled out a set of incentives. Vehicle owners who scrap their old models will receive concessions on motor vehicle tax when purchasing new ones. For non-transport vehicles, the rebate will range between 25 and 30 percent depending on the age of the scrapped vehicle, while transport vehicles will see concessions between 15 and 25 percent. The registration fee for new vehicles purchased against a scrapping certificate will also be waived. Officials stressed that this incentive structure is aimed at making the shift to newer, fuel-efficient, or electric vehicles more financially appealing.

The government expects the policy to deliver benefits beyond curbing emissions. Phasing out old and inefficient vehicles is projected to reduce fuel consumption, enhance road safety, and create a steady supply of low-cost raw materials for industries such as steel, automotive manufacturing, and electronics. It is also anticipated to drive innovation and investment in Ladakh’s evolving transport ecosystem.

For the fragile Himalayan environment—where vehicular emissions directly affect air quality and climate trends—the policy is being framed as a timely intervention. Enforcement will be carried out in close coordination with the police, pollution control board, industries, and municipal bodies. Initially, the policy will remain in force for five years, with provisions for extension or modification following periodic reviews.

Officials emphasized that Ladakh, with its delicate ecological balance, must embrace forward-looking measures that safeguard the environment while supporting development. By rolling out the scrapping policy, Ladakh seeks to establish itself as a model for clean and sustainable mobility among India’s Union Territories.
