Committee network established for better coordination and faster claims

LEH: In a decisive move aimed at safeguarding farmers against the harsh and unpredictable climatic conditions of the region, the Administration of the Union Territory of Ladakh has rolled out a comprehensive institutional framework for the implementation of the Pradhan Mantri Fasal Bima Yojana.

Through an official order issued by the General Administration Department, the UT administration has constituted a robust three-tier committee system designed to ensure smooth execution, transparency, and accountability in the crop insurance scheme. The initiative is being seen as a major step towards strengthening the agricultural backbone of Ladakh, where farmers often face significant losses due to erratic weather patterns and geographical challenges.

At the top of this structure is the State Level Coordination Committee on Crop Insurance, to be chaired by the Chief Secretary of Ladakh. This high-powered body brings together senior officials from key departments, financial institutions, and insurance agencies, including representatives from NABARD and the Government of India. The committee will play a central role in overseeing the scheme’s implementation, finalizing operational guidelines, selecting insurance companies, and determining which crops and areas will be covered each season.

Supporting this apex body is a dedicated Sub-Committee led by the Administrative Secretary of Agriculture and Horticulture. Tasked with groundwork and technical evaluation, the Sub-Committee will recommend critical aspects such as bidding terms for insurance companies, identification of weather data agencies, and seasonal crop coverage. It will also review field-level reports and ensure that policy decisions are aligned with ground realities.

At the district level, the administration has empowered Deputy Commissioners to head District Level Facilitation and Monitoring Committees, which will directly interface with farmers. These committees will not only track crop conditions and implementation progress but will also serve as the first point of contact for farmers’ grievances. From issues related to insurance enrolment to delays in claim settlements, these bodies are expected to provide timely and effective resolution.

What makes this initiative particularly significant is its strong emphasis on technology-driven monitoring. The administration has mandated the use of smartphone applications for real-time Crop Cutting Experiments, along with video and image-based documentation to ensure transparency. Advanced tools such as remote sensing and drone technology will also be deployed to accurately assess crop damage and yield losses.

Officials believe that this structured and technology-backed approach will significantly improve the efficiency of claim settlements while minimizing discrepancies in loss assessment. By integrating multiple stakeholders—from government departments to financial institutions and insurance providers—the framework aims to create a seamless and farmer-centric system.

The order underscores the administration’s commitment to strengthening risk mitigation mechanisms for the farming community. In a region like Ladakh, where agriculture is both climate-sensitive and resource-constrained, the effective implementation of PMFBY is expected to provide much-needed financial security and confidence to farmers.

With this move, the UT administration has signaled a clear intent to not only expand the reach of crop insurance but also to ensure that its benefits are delivered efficiently and transparently to those who need it the most.
