LEH: In recognition of his distinguished and dedicated service to the Union Territory of Ladakh, a ceremonial Guard of Honour was accorded to the Chief Secretary, Dr. Pawan Kotwal, at the UT Secretariat, Leh, Wednesday on the occasion of his superannuation.

Senior officers and officials of the UT Administration were present on the occasion and paid tribute to Dr. Kotwal’s exemplary leadership and commitment to public service.

The Guard of Honour marked the Administration’s appreciation of his contributions towards strengthening governance and advancing administrative reforms in the Union Territory.

The UT Administration of Ladakh conveyed its gratitude for his invaluable service and extended best wishes to Dr. Pawan Kotwal for a healthy and fulfilling post-retirement life.

Meanwhile, Staff of Chief Secretary’s Office bid a warm farewell to outgoing Chief Secretary, Dr. Pawan Kotwal, on his superannuation, acknowledging his distinguished service, visionary leadership, and valuable contributions to the administration and development of Union Territory Ladakh.

GAD & Home Department, Ladakh, accorded a warm farewell to the outgoing Chief Secretary, Dr. Pawan Kotwal, on his superannuation at UT Secretariat, Leh, appreciating his dedicated service, exemplary leadership, and significant contributions to the development of Union Territory.

In third week of December, a farewell ceremony to honour the outgoing Chief Secretary of the Union Territory of Ladakh, Dr. Pawan Kotwal, IAS, on the occasion of his superannuation, was held in Kargil.

The event was organised jointly by the Ladakh Autonomous Hill Development Council (LAHDC) Kargil, District Administration Kargil, and District Police Kargil.

The farewell dinner was a special tribute to Dr. Pawan Kotwal, IAS, whose journey with the Ladakh Administration commenced on 12 April 2021, when he joined as Principal Secretary, shouldering critical responsibilities across key departments such as Planning, Development & Monitoring; Health & Medical Education; Forest, Ecology & Environment; and Revenue. His visionary leadership and proactive, reform-oriented strategies were instrumental in the triumphant execution of numerous landmark initiatives spanning these vital sectors.

Lt Governor extended profound praise for Dr. Pawan Kotwal’s exemplary service, exceptional leadership qualities, and sharp administrative acumen. He underscored Dr Kotwal’s indispensable role of seamless teamwork in driving inclusive and sustainable development across the rugged terrains of Ladakh.

Chairman, CEC, LAHDC Kargil, Dr. Mohd Jaffer Akhoon, congratulated Dr. Pawan Kotwal on his superannuation, recalling their long association from Jammu & Kashmir days, and praised Dr. Kotwal’s impartial treatment of Leh and Kargil, structural reforms, and the historic 2024 creation of five new districts (Drass, Zanskar, Sham, Nubra, Changthang), terming his legacy a “golden chapter.”

Member of Parliament, Ladakh, Mohmad Hanifa Jan, highlighted Dr. Kotwal’s pivotal foundational role in Health, Revenue, Planning, and Ecology & Environment, stating his contributions to Ladakh’s development would be remembered for decades.

Dr. Kotwal applauded the proactive dynamism of district officers from both Leh and Kargil, spotlighting the near-completion of land records digitisation—a transformative step that will empower citizens to effortlessly access precise digital land records.
