LEH: In a major push to accelerate clean mobility in the high-altitude Union Territory, the Administration of Ladakh has extended the Early Bird Incentive (EBI) under the Ladakh Electric Vehicle and Allied Infrastructure Policy, 2022, until 31 March 2027. The decision, issued through an order, comes as a relief to transporters, private vehicle owners, and other stakeholders seeking to transition to electric mobility.
The Early Bird Incentive, first introduced with the notification of the EV Policy in August 2022, offered subsidies on the ex-showroom prices of various categories of electric vehicles.
Initially valid for one year, the scheme aimed to catalyse EV adoption across Ladakh’s challenging terrain and unique ecological zone.
However, officials noted that despite the initial momentum, EV adoption in Ladakh remained slower than expected after the incentive period expired. Factors such as limited charging infrastructure, high upfront vehicle costs, and the absence of scrapping facilities contributed to the sluggish uptake.
The landscape began to shift recently with the implementation of the Ladakh Vehicle Scrapping Policy, 2025, the establishment of the region’s first Registered Vehicle Scrapping Facility (RVSF), and a continuing expansion of EV charging stations across the UT.
These developments have started addressing the core infrastructural and regulatory bottlenecks that once restricted EV transition.
Transporters and stakeholders had also been vocal in demanding the revival of the early-stage subsidy benefits, arguing that the higher costs of electric commercial vehicles—especially in the goods and passenger transport sectors—made financial incentives essential for adoption in the coming years. Responding to these demands, the Planning, Development and Monitoring Department approved allocation of subsidy funds to the Transport Department for implementing the incentive revival.
The order highlights that under Para 7.1 of the Operational Guidelines of the EV Policy, the UT Administration holds the mandate to amend or extend policy provisions as required.
Exercising this authority, the Administration confirmed that the Early Bird Incentive will remain in effect until 31 March 2027, effective immediately.
The extension is expected to significantly boost EV penetration in Ladakh, aided by a parallel strengthening of allied infrastructure, growing private sector participation, and policy synergy between scrapping incentives, charging networks, and clean mobility mandates.
With Ladakh pushing toward a cleaner mobility ecosystem amid fragile Himalayan ecology, the renewed incentive is expected to serve as a catalyst for both environmental sustainability and economic transition in the region.
Transport Department in a notification issued said, “Administration of the Union Territory of Ladakh has announced the extension of the Early Bird Incentive (EBI) under the Ladakh Electric Vehicle and Allied Infrastructure Policy, 2022, up to 31st March 2027, with immediate effect. The Ladakh Electric Vehicle and Allied Infrastructure Policy, notified vide Order No. 09-Trans(UTL) of 2022 dated 17.08.2022, initially offered a one-year Early Bird Incentive to promote Electric Vehicle adoption by providing subsidies/rebates on the ex-showroom prices of various categories of EVs.”
