Uneasy calm grips Ladakh amid growing buzz over possible J&K Statehood Move

New LG, High-Level Meetings hint imminent Political Shift

Yash Khajuria

Leh, Aug 04: A tense calm has gripped Ladakh as anticipation builds around a possible announcement from the Centre during the ongoing Parliament session. With the Bharatiya Janata Party’s parliamentary committee meeting scheduled for August 5 in New Delhi, speculation is mounting that a sweeping political move could be in the offing—possibly impacting both Jammu and Kashmir and Ladakh.

Local leaders, political observers, and residents in Leh and Kargil are closely monitoring developments amid reports that the government may restore statehood to Jammu and Kashmir and potentially grant Ladakh greater political autonomy.

Fueling this atmosphere is the recent appointment of senior BJP figure Kavinder Gupta as the Lieutenant Governor of Ladakh—a move widely seen as an effort by the BJP to bolster its position ahead of the crucial Leh Hill Council elections. The BJP-led council, under Tashi Gyalson, has been credited with infrastructure development, the recognition of Bhoti and Urdu as official languages, and job-related policy reforms. However, discontent continues to simmer beneath the surface.

While some residents acknowledge these achievements, many remain unconvinced. Demands for constitutional safeguards under the Sixth Schedule, restoration of statehood, and a separate Public Service Commission continue to dominate public discourse. Additionally, the call for two parliamentary seats—one each for Leh and Kargil—has gained traction, alongside concerns about unplanned development threatening Ladakh’s fragile Himalayan ecosystem.

Recent political meetings have only intensified speculation. The Lieutenant Governor’s engagements with Prime Minister Narendra Modi and Home Minister Amit Shah, followed by high-level discussions between the Prime Minister, the Home Minister, and the President of India, have led to expectations that the Centre may take decisive steps to address Ladakh’s long-pending demands.

However, sources within Ladakh’s administration suggest that statehood remains an unlikely outcome in the near term due to administrative and legal hurdles. The more feasible possibility is granting Ladakh Union Territory status with a legislature, although no formal communication has been issued by the Centre so far.

Local political groups, including the Leh Apex Body and the Kargil Democratic Alliance, remain firm on their Four-Point Agenda. Chief among these is the demand for inclusion under the Sixth Schedule, which they argue is critical for preserving Ladakh’s tribal identity and ensuring participatory governance. The absence of a legislative assembly has become a key grievance for activists and former council leaders, many of whom claim that Ladakh has been politically sidelined since the abrogation of Article 370.

This sentiment was echoed by Rigzin Spalbar, former Chief Executive Councillor of Leh, who warned that “without a legislative assembly, the region remains voiceless in its own future.” Environmentalist Sonam Wangchuk’s recent 21-day climate fast further highlighted these concerns, linking environmental protection with the need for constitutional empowerment.

Meanwhile, a section of the population has demanded the postponement of the Leh Hill Council elections, arguing that fresh delimitation is needed to ensure fair representation of the Sunni community. This adds another layer of complexity to an already volatile political landscape.

At the national level, BJP insiders suggest that the August 5 parliamentary committee meeting may also finalize the party’s candidate for the Vice President’s post. While unrelated to Ladakh directly, the decision is expected to reflect broader political calculations, including how the BJP plans to address unrest in border regions.

While Jammu and Kashmir continues to demand restoration of statehood following the 2019 revocation of Article 370, Ladakh’s aspirations remain unresolved. Former Chief Minister Omar Abdullah has repeatedly urged the Centre to honor its commitments to Jammu and Kashmir, even as the Congress prepares to launch a new campaign under the banner of “Hamari Riyasat, Hamara Haq.” For Ladakh, however, the path to greater autonomy remains shrouded in delay and uncertainty.

The Ministry of Home Affairs had, in December 2024, promised to resume talks on the Sixth Schedule and statehood, but no concrete timeline has since emerged. Meanwhile, unemployment in Ladakh remains alarmingly high, with over 25% of graduates reportedly jobless. This has amplified calls for a separate Public Service Commission and targeted job reservations.

The outcome of the coming days could reshape Ladakh’s political future. Any decision by the Modi government—whether on statehood, legislative powers, or broader political reform—will likely influence not just the upcoming Hill Council elections, but also the BJP’s standing across the region. With regional aspirations at a boiling point and public trust fraying, Ladakh waits with bated breath for the decisions unfolding in New Delhi.
