Ahead of Polls, LAHDC seeks clarity from MHA on Women’s Reservation and District Reforms

LAHDC Delegation to discuss Women’s Quota, Delimitation, new Districts plans with Amit Shah

Leh, July 22: As the political clock ticks towards the end of the current Ladakh Autonomous Hill Development Council (LAHDC) Leh term, a high-level delegation from the Council is expected to meet Union Home Minister Amit Shah shortly. The discussion is likely to revolve around upcoming elections, women’s reservation implementation, fresh delimitation demands, and the anticipated formal creation of five new districts in the Union Territory of Ladakh.

The five-year tenure of LAHDC Leh concludes around October-November this year, pushing the election timeline to September-October. This upcoming meeting with the Home Minister is seen as pivotal in shaping the roadmap for both timely elections and the administrative restructuring already underway.

With the Home Ministry’s earlier announcement of 33 percent reservation for women in both Leh and Kargil Hill Councils — which comprise 30 seats each, including 26 elected and 4 nominated — an internal electoral reshuffle is imminent. Sources indicated that the Election Department is currently working to designate which seats will be reserved for women, aligning with established guidelines. This process, while progressive, has stirred fresh political discourse.

Several regional organizations have raised concerns and are advocating for fresh delimitation of constituencies to reflect demographic and geographical shifts. This proposal, if accepted, could delay the electoral schedule due to the time required for redrawing boundaries and increasing the number of seats. The question of balancing representation with timely execution has intensified deliberations within Ladakh’s political landscape.

Adding further complexity, the Home Ministry’s announcement from August 2024 regarding the formation of five new districts — three in Leh and two in Kargil — has reached its final stages, with boundaries, headquarters, and staffing logistics nearly complete. A formal declaration appears imminent. Should this materialize before election notification, the administrative implications will be vast. Sources say the creation of new districts carved from existing Leh and Kargil areas could necessitate a reevaluation of Council structures altogether.

Currently, Leh and Kargil each function with a dedicated Hill Council. The proposed reorganization raises critical questions about whether each of the new districts will receive individual Councils or if a revised governance framework will emerge. These uncertainties have added urgency to the upcoming meeting between LAHDC Leh and Amit Shah.

Under regular timelines, the official election notification for LAHDC Leh is expected in September, with the voting process to follow in October. The BJP, which has governed the LAHDC Leh for two successive terms since 2015, faces a delicate balancing act in the lead-up to the polls. Meanwhile, Kargil’s Council went to polls in October 2023, where the NC-Congress alliance secured a majority.
